About The Position

The Registered Nurse (RN) Manager serves as the clinical authority for all nursing, health, and medication services across Burlington United Methodist Family Services’ residential programs, in compliance with WV Code §30-7, 78 CSR 3, and OHFLAC standards. The RN provides leadership, oversight, and accountability for health services, including medication administration by assigned AMAP-certified staff, ensuring compliance with physician orders, regulations, and nursing standards. The RN also serves as Statewide Director of the National School Lunch Program (NSLP), overseeing USDA compliance and dietary operations. Operating with independent clinical judgment, the RN leads clinical policy enforcement, medication management and risk mitigation, health assessments and care planning, AMAP delegation and competency validation, and regulatory readiness (OHFLAC, USDA, WV licensing). This role holds organization-wide nursing authority and serves as the primary liaison with medical providers, pharmacies, regulators, and public health entities.

Requirements

  • Active Registered Nurse (RN) license in West Virginia, (in good standing)
  • BSN highly desired, MSN preferred
  • Minimum 5 years of nursing experience (residential, pediatric, or community health preferred)
  • Experience with medication administration systems and delegation (AMAP preferred)
  • Knowledge of regulatory compliance in residential or healthcare settings
  • Experience with USDA NSLP or dietary program oversight preferred
  • Any combination of education, licensure, training, and professional experience that demonstrates advanced knowledge, clinical judgment, and leadership capability required to perform the essential functions of this role effectively.

Responsibilities

  • Clinical Assessment & Care Management (Non-Delegable)
  • Conduct comprehensive nursing assessments and develop, implement, and adjust individualized care plans
  • Monitor resident health status, identify risks, and coordinate appropriate interventions
  • Ensure all clinical documentation is accurate, timely, and compliant with regulatory standards
  • Medication Management & Oversight
  • Review and validate all physician orders and provide final clinical sign-off
  • Monitor for medication errors, adverse reactions, and drug interactions
  • Ensure proper medication storage, handling, and disposal
  • AMAP & Delegation Oversight
  • Determine appropriateness of delegation based on resident needs and staff competency
  • Approve, deny, or revoke delegation and maintain accountabilities for all delegated tasks
  • Conduct competency validation and medication pass observations
  • Psychotropic Medication Oversight
  • Monitor appropriateness, effectiveness, and authorization of psychotropic medications
  • Track PRN usage, behavioral trends, and side effects in coordination with providers
  • Medication Error & Quality Management
  • Review errors, conduct root cause analysis, and implement corrective actions
  • Track trends and use data to drive system improvements and risk mitigation
  • Clinical Supervision & Training
  • Supervise clinical staff and ensure consistent, compliant practices across programs
  • Develop and deliver training; ensure competency validation and OSHA/health compliance
  • Regulatory Compliance & Audit Readiness
  • Ensure compliance with WV Code, 78 CSR 3, OHFLAC, USDA, and applicable regulations
  • Maintain audit-ready systems and participate in inspections and corrective actions
  • Collaboration & Health Oversight
  • Coordinate with physicians, behavioral health providers, and interdisciplinary teams
  • Oversee infection control, safety practices, and overall health services delivery
  • NSLP Oversight
  • Ensure USDA compliance and supervise dietary operations
  • Maintain program integrity and integrate nutrition into overall care planning
  • Provide day-to-day clinical supervision and ensure staff operate within scope of practice and regulatory requirements
  • Monitor performance, ensure compliance, and maintain clear communication and accountability
  • Conduct and document regular supervisory check-ins (minimum monthly)
  • Manage and participate in the on-call schedule to ensure 24/7 clinical coverage and timely emergency
  • Conduct evaluations using clinical, compliance, and performance data (audits, medication errors, documentation)
  • Provide coaching, feedback, and implement Performance Success Plans (PSPs) as needed
  • Ensure competency validation, training completion, and professional development
  • Administer progressive discipline that is timely, consistent, documented, and legally compliant
  • Partner with HR to mitigate risk and ensure defensible employment actions
  • Support recruitment, onboarding, training, performance management, and offboarding
  • Ensure licensure, certification, and training compliance across all supervised staff
  • Nursing assessment and clinical decision-making
  • Care planning and medication review/sign-off
  • Oversight of clinical systems, delegation, and compliance
  • Leadership of training, audits, and quality/risk management
