The Regional Vice President of Operations (Aviation) is responsible for providing executive leadership, strategic oversight, and operational governance for multiple regions and airport locations within the assigned portfolio. This role ensures consistent, high-quality service delivery across all lines of business, including Aircraft Interior Cabin Cleaning and Security Searching, Exterior Aircraft Cleaning, Aircraft Maintenance, Catering Security, Cargo Operations, and Janitorial Services. The Regional Vice President of Operations maintains full accountability for operational performance, safety and regulatory compliance, financial outcomes, customer satisfaction, and leadership effectiveness across all assigned regions. This position plays a critical role in driving enterprise strategy, operational scalability, and long-term growth while ensuring alignment with corporate objectives, contractual commitments, and regulatory requirements. This role requires deep expertise in aviation operations, executive-level leadership capability, and a comprehensive understanding of federal, state, local, and airport authority regulations governing aviation service environments.

Requirements

  • Bachelor’s degree in Aviation Management, Business Administration, Operations Management, or a related field.
  • Minimum of 12–15 years of progressive operational leadership experience in aviation services, including multi-regional or enterprise-level oversight.
  • Demonstrated success leading large, geographically dispersed operations with complex regulatory and customer requirements.
  • Extensive experience managing regulatory compliance programs in an aviation environment.
  • Expert understanding of FAA, TSA, CBP, OSHA, DOT regulations applicable to aircraft services and airport operations.
  • Strong understanding of aviation service delivery models and aircraft operations.
  • Proven executive leadership and people management capability.
  • Exceptional strategic thinking, analytical, and decision-making skills.
  • Strong financial acumen with experience managing large operational budgets.
  • Ability to influence, align, and lead regional leaders across multiple regions.
  • Excellent communication and executive presence.

Responsibilities

  • Develop, implement, and execute multi-regional operational strategies that align with corporate objectives, contractual commitments, and service delivery models to drive performance, profitability, operational stability, and sustainable growth.
  • Ensure enterprise-wide operational excellence through standardization, governance, and disciplined execution of best practices across all service lines.
  • Establish and enforce operational frameworks, performance metrics, and accountability structures that ensure consistency, efficiency, and quality across regions.
  • Maintain executive-level knowledge of all operational service lines, including cabin cleaning, exterior aircraft cleaning, security search procedures, cargo operations, and janitorial services, ensuring informed decision-making and risk management.
  • Provide guidance and executive support to Regional Leaders in managing complex operational challenges, service expansions, and performance recovery initiatives.
  • Lead cross-functional collaboration with HR, Finance, Safety, and Service Delivery teams to ensure integrated execution of operational strategy.
  • Enforce strict adherence to all applicable laws and regulations, including but not limited to: Federal Aviation Administration (FAA) regulations regarding aircraft operations and safety.
  • Transportation Security Administration (TSA) Security Directives related to airport security measures and sterile area access.
  • Customs and Border Protection (CBP) compliance requirements for secure areas and international operations.
  • Department of Transportation (DOT) regulations pertaining to ground support equipment operation and employee qualifications.
  • Occupational Safety and Health Administration (OSHA) standards related to workplace safety, chemical handling, injury prevention, and hazard communication.
  • State and local health and safety regulations applicable to all locations.
  • Enforce DOA regulations and local airport authority rules, including site-specific security, safety, and operational requirements.
  • Establish enterprise expectations for safety culture, regulatory discipline, and compliance accountability across all regions.
  • Oversee regional compliance audits, inspections, and regulatory interactions, ensuring timely resolution of findings and implementation of corrective action plans.
  • Serve as an executive escalation point for safety incidents, regulatory issues, and compliance risks, partnering with senior leadership and corporate functions as required.
  • Ensure all regions maintain required certifications, training, and qualifications, and that compliance gaps are addressed proactively to mitigate operational and regulatory risk.
  • Champion a culture of safety, accountability, and continuous improvement at all levels of the organization.
  • Provide executive leadership and direction to Regional Directors of Operations and senior regional leadership teams.
  • Establish leadership expectations, performance standards, and accountability frameworks for regional and station-level leadership.
  • Partner closely with Human Resources and Talent Acquisition to develop executive workforce strategies, leadership succession plans, and talent pipelines aligned with organizational growth.
  • Oversee leadership development, performance management, and succession planning for regional leadership roles.
  • Coach, mentor, and develop senior operational leaders, providing guidance on leadership effectiveness, decision-making, and organizational alignment.
  • Ensure consistent application of company policies, labor standards, safety protocols, and regulatory requirements across all regions.
  • Model ethical leadership, professionalism, and sound judgment, reinforcing company values and commitment to diversity, equity, and inclusion.
  • Address complex employee relations and leadership matters in partnership with Human Resources and executive leadership, ensuring fair, consistent, and compliant outcomes.
  • Foster a high-engagement, performance-driven culture that encourages accountability, collaboration, and continuous improvement.
  • Serve as a senior executive liaison for key airline customers, airport authorities, and regulatory agencies across assigned regions.
  • Build and maintain strong, trust-based relationships with executive-level customer stakeholders.
  • Oversee regional customer engagement strategies, ensuring consistent communication, service quality, and contract performance.
  • Participate in executive-level customer meetings, audits, and performance reviews as required.
  • Provide executive oversight for customer escalations, service failures, and audit findings, ensuring timely resolution and sustainable corrective actions.
  • Support contract renewals, expansions, and new business opportunities by providing executive operational insight and leadership.
  • Represent the organization professionally during inspections, audits, regulatory reviews, and critical incident responses.
  • Oversee multi-regional operating budgets, profit and loss performance, and strategic resource allocation to ensure achievement of financial targets and contractual obligations.
  • Develop, manage, and forecast annual and quarterly budgets in partnership with Finance, incorporating labor modeling, productivity assumptions, seasonal volume fluctuations, and contract-specific requirements.
  • Monitor and control labor costs, including staffing levels, overtime usage, and scheduling efficiency, while ensuring operational coverage and compliance with wage, hour, and union requirements where applicable.
  • Analyze financial performance trends, variances, and key cost drivers, and implement corrective actions to address underperformance or margin erosion.
  • Review, approve, and manage operational expenditures in accordance with company policy, delegated authority levels, and client contract terms.
  • Ensure effective utilization and lifecycle management of equipment, vehicles, supplies, and materials to minimize waste, reduce downtime, and control capital and operating expenses.
  • Partner with corporate leadership to identify cost-saving opportunities, efficiency improvements, and process enhancements without compromising safety, service quality, or regulatory compliance.
  • Provide executive input into pricing strategies, rebids, and contract negotiations.
  • Drive financial accountability across regional leadership by enforcing budget adherence and performance expectations.
  • Provide executive oversight of quality assurance programs to ensure compliance with customer, regulatory, and company standards.
  • Analyze enterprise operational data, KPIs, and audit results to identify systemic risks and improvement opportunities.
  • Lead large-scale process improvement, transformation, and change management initiatives.
  • Ensure continuous improvement principles are embedded across all regions and leadership levels.
