This role is contingent upon funding. Job Summary: This position will work with the Fulbright Program Management team. The Regional Program Officer, Fulbright Student and Scholar Programs supports Program Management (PM) project deliverables for specified countries or programs within the Europe/Eurasia region. This. This individual will support the implementation of the contractual services for the Fulbright Program, including country-specific budgets and program policies, working closely with their counterparts at Educational and Cultural Affairs (ECA), overseas offices and IIE’s program delivery groups to enable programmatic success.

Requirements

  • Requires a Bachelor's degree and at least two years of related work experience, or an equivalent combination of education and experience.
  • Experience in projects and tasks involving complex details which require well-developed organizational, time-management and administrative skills.
  • Excellent interpersonal and communication skills, both oral and written. Ability to read and interpret documents such as contracts, policy and procedure manuals and write complex reports and correspondence.
  • Ability to interact with all levels of team members and external contacts; sensitive to cultural differences when working with people from other cultures; and ability to exercise discretion on confidential matters and to demonstrate sound judgment in consulting with and keeping others informed.
  • Ability to easily adapt to changing organizational needs and a fast-paced work environment; work independently without close supervision and as part of a team.
  • Ability to compare and evaluate possible courses of action and recommend or decide appropriate course of action.
  • Fluency in English, written and oral.
  • Proficiency with MS Office applications including Word, Excel and Outlook.

Nice To Haves

  • Background experience in Europe/Eurasia is preferred.
  • Knowledge of higher education systems in the United States and abroad.
  • Abilities in a second language relevant to the region preferred.
  • Background in budgetary and/or financial management strongly preferred.

Responsibilities

  • Communicates with regional counterparts at the Bureau of Educational and Cultural Affairs at the US Department of State, Fulbright Commissions, and Foreign Posts by responding to general and specific program questions, inquiries and correspondence.
  • Provides information to internal IIE units and external regional Fulbright counterparts so that country and programmatic priorities and policies can be achieved.
  • Monitors grant funds, including supplementary, cost-shares and endowments and recommends financial allocations for assigned country portfolio.
  • Maintains detailed grantee records; analyzes data and develops reports for the Program Directors and Regional Assistant Directors.
  • Review applications and determine grantee eligibility.
  • Host peer review panels and facilitate selection process.
  • Collect and review documents provided by visiting scholars and foreign students to ensure timely U.S. visa issuance.
  • Advises participants on programmatic inquiries, provides emergency monitoring and support, and works with hosts to resolve issues.
  • Assist in developing recruitment and outreach strategies to promote Fulbright programs in the assigned region.
