Job Description: Parsons is seeking an experienced, strategically minded Regional Smart Mobility Manager – Midwest to lead and grow our Smart Mobility business across the Midwestern United States. This role can be based anywhere in the U.S. and will require 20-30% travel to clients, project sites, and Parsons offices throughout the region. The ideal candidate brings deep, hands‑on Smart Mobility experience and a proven track record building and delivering complex ITS and smart vehicle programs. Position Overview The Regional Smart Mobility Manager – Midwest is responsible for planning, directing, and controlling all activities of the Midwest Smart Mobility profit center . You will lead a team of subordinate managers who are accountable for the growth, profitability, and delivery performance of their projects and clients across the region. Parsons’ Smart Mobility portfolio includes: Intelligent Transportation Systems (ITS) Smart Vehicle Systems and Connected/Automated Mobility You will drive regional strategy, sales, client relationships, and project execution to advance Parsons’ position as a leader in Smart Mobility. Key Responsibilities Regional Leadership & Business Growth Own sales, business development, and delivery for ITS and Smart Vehicle projects across the Midwestern U.S. Develop and execute a regional growth strategy aligned with Parsons’ Smart Mobility vision and corporate objectives. Identify and pursue new markets, clients, and strategic partnerships, with a focus on emerging Smart Mobility technologies and services. Assess current and future market needs, trends, and challenges to identify profitable opportunities for all units within the profit center. Smart Mobility Services & Project Types Provide leadership, oversight, and direction for projects and pursuits that may include: Advanced Transportation Management Systems (ATMS) Systems Integration for complex multi-vendor, multi-agency environments ITS Software Development and custom solutions ITS Design–Furnish–Install programs ITS Design / PS&E (Plans, Specifications & Estimates) Traffic Engineering, Modeling, and Planning Connected and Autonomous Vehicle (CAV) Systems Vehicle Emissions Systems Vehicle Inspection Systems Tolling Systems and Solutions Communications Systems Design (field, backhaul, and center-to-center) Integrated Corridor Management (ICM) Active Transportation and Demand Management (ATDM) Transit ITS solutions Data Analytics and performance management platforms Operational & Financial Management In line with corporate goals, establish short- and long-term operating and financial objectives for the Midwest Smart Mobility profit center. Develop, implement, and refine policies, procedures, and best practices governing operations within the profit center. Review and approve operating plans, programs, and capital and expense budgets submitted by subordinate operating units. Monitor and measure performance of each operating unit against schedule, revenue, profitability, and quality objectives. Review and evaluate contracts, appropriations, and expenditure requests to ensure alignment with financial and risk parameters. People Leadership & Organizational Development Lead, mentor, and develop subordinate managers; provide regular performance feedback and formal performance appraisals. Recommend and approve compensation changes for managers and staff within the profit center consistent with company policies. Ensure that each operating unit’s organizational structure is efficient, scalable, and appropriately staffed with competent personnel. Foster a culture of collaboration, innovation, safety, quality, and accountability across the region. Additional Responsibilities Serve as a senior client-facing leader and Parsons ambassador across the Midwest. Represent Parsons at industry conferences, technical committees, and professional organizations. Perform other responsibilities associated with this position as may be appropriate or assigned. Key Relationships Reports to: Smart Mobility Vice President Direct Reports: Lower-level managers and leaders within the Midwest Smart Mobility organizational unit Education & Experience Requirements Bachelor’s degree in Engineering or a related technical or business field 20+ years of relevant experience in Smart Mobility, ITS, transportation systems, or related domains Broad technical and business background in transportation and infrastructure systems Demonstrated project management experience on similar or related large, complex programs Significant experience at the Program Director or comparable level, preferably involving multi-agency or statewide initiatives Proven operations management experience, including oversight of personnel, facilities, and regional or multi-office operations Strong track record building and leading Smart Mobility and ITS programs, including successful delivery, financial performance, and client satisfaction Travel & Location Location: Flexible – role may be based anywhere in the U.S. Travel: Requires 20-30% travel throughout the Midwest (and occasionally beyond) for client meetings, pursuits, and project oversight. Requirements

  • Bachelor’s degree in Engineering or a related technical or business field
  • 20+ years of relevant experience in Smart Mobility, ITS, transportation systems, or related domains
