About The Position

Parsons is seeking to hire a Chemical Security Elimination Regional Event Training Manager within the Southeast Asia Region to support a U.S. Government project. The position will provide support and guidance for the development and execution of Chemical Security Elimination (CSE) training events under a large, complex international program in challenging and dynamic environments within Southeast Asia. The Training SME will support the planning, development, and execution of training events in international environments (primarily Malaysia, Indonesia, and the Philippines) on CSE topics. Training events may include training courses, workshops or exercises to meet training event goals and objectives established by the US government. Project works with partner nations to reduce the threat from chemical weapons (CW) by securing toxic industrial chemicals and materials from violent extremists, securing and destroying CW stockpiles, and eliminating chemical agent research capabilities and production facilities.

Requirements

  • 10+ years of experience and a Bachelor’s degree in chemical engineering or related engineering field, chemistry, biochemistry, or related technical/business field with at least 7 years conducting CSE training events for international projects for US Government customers
  • Experience from the Military in divisions such as Chemical Materials Activity (CMA) or Recovered Chemical Materiel Directorate (RCMD)
  • Experience in chemical security elimination projects and preparing for and conducting training courses
  • Must be willing to travel internationally within Southeast Asia
  • Must be willing to be located in the Philippines (Manila) were there will be a Project Management Organization.
  • Proven ability to perform in a training environment.
  • International Project delivery experience.
  • International training experience.
  • Chemical incident first responder and incident management experience
  • Experience working on Chemical Security Elimination Projects
  • Experience working on chemical weapons destruction projects.
  • Thorough knowledge of industry practices and regulations are also required.
  • In addition, must be knowledgeable of current technology and how it can be effectively utilized on the project.
  • Requires the ability to communicate clearly, conduct presentations to the field team and interface effectively with a diverse group of foreign officials, US government clients, engineers, scientists, and subcontractors.
  • Strong interpersonal skills to work with field personnel in a tactful and effective manner.
  • Computer proficiency with advanced knowledge of Microsoft Office Products, including Word, Excel, Power Point, Access and Visio.
  • Project Planning skills are essential.
  • Ability to direct and manage team members with day-to-day activities as well as special projects to assure timely completion.
  • Ability to manage distributed teams located in foreign countries.

Responsibilities

  • Leads the development and conduct of training events, exercises workshops and symposium activities conducted within the Project Management Organization (PMO) in Manila (Philippines).
  • Supports the planning, developing, and executing training events in primarily Malaysia, Indonesia, and the Philippines to train partner nation stakeholders in the detection, management and destruction of chemical weapons and first responder incident management in the chemical weapons arena.
  • Supports planning training events and developing event curriculum.
  • May perform as a Senior Instructor or Instructor and teach events (courses, workshops, exercises) in the chemical security elimination arena if a training event is within their area of direct expertise.
  • Establishes relationships with host country stakeholders and participates in meetings and training events in support of U.S. Government client.
  • Liaison with and managing regional vendors such as training venue providers, interpreters, caterers, transportation companies, and event photographers in the locations where the training events will be held (Kuala Lumpur [Malaysia], Jakarta [Indonesia], and Manila [Philippines])
  • Prepares and calibrates chemical weapons detection equipment that will be used during the training events.
  • Supports the preparation of After-Action Reports after the training events are completed to collect lessons learned that are used to make changes to the event curriculum for continuous improvement.
  • Interacts with US-based Program Manager and CTRIC Training and Sustainment and Managers and logistics personnel to plan training events, prepare curriculum, prepare training equipment and conduct the training events in international environments.
  • Ensures that training events meet or exceed the goals and objectives set by the Government.
  • Performs other responsibilities associated with this position as may be appropriate
