Under the direct supervision of the Access and Eligibility Services (AES), Director of State and Regional Operations, the Regional Director performs advanced (senior level) managerial work providing direction and guidance in strategic operations, organizing, implementing and directing the overall regional operations for Eligibility Services (ES) Field Operations Texas Works programs. Ensures the strategic vision and goals of the agency are met through proactive strategic leadership, direction and planning. Makes presentations, provides information to the Health and Human Services, state and federal agencies, and other organizations regarding ES programs and services. Directly supervises program managers and numerous support staff. Manages Texas Works eligibility programs to achieve program goals and objectives for the region and agency. Ensures execution of the Executive Commissioner's goals and compliance with regulations and Health and Human Services (HHS) standards. Coordinates support services with the Director for Regional Administrative Services (RAS), including purchasing, budget, records management, business services, etc. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. This position may require up to 40% of travel.

Requirements

  • High School diploma or GED equivalent is required.
  • Graduation from accredited four-year college or university with a degree in Public Administration, Social Work, Psychology, Human Services, or Business Management, preferred.
  • A minimum of five (5) years’ experience in managing a SNAP, Medicaid, Medicaid for the Elderly and People with Disabilities (MEPD), or Cash Assistance program/unit.
  • Experience using software applications such as Excel, other statistical software, Word, Access, HHSAS, and other financial applications to monitor, analyze, and track program performance.
  • Experience in managing personnel and dealing with conflict resolution.
  • Experience in handling multiple assignments/projects with competing deadlines.
  • Experience reviewing, analyzing, and investigating various activities or operations, making recommendations, and preparing reports.
  • Experience developing and evaluating policies and procedures.
  • Application indicates the willingness to work beyond normal work hours of 8:00 AM – 5:00 PM.
  • Application indicates the willingness to travel.
  • Knowledge of: Local, state, and federal laws and regulations relevant to Access and Eligibility Services (AES) and Eligibility Operations (EO) program areas.

Nice To Haves

  • Current experience, within two (2) years, managing eligibility programs at the Program Manager level or higher with business units in multiple locations, preferred.
  • Graduation from accredited four-year college or university with a degree in Public Administration, Social Work, Psychology, Human Services, or Business Management, preferred.

Responsibilities

  • Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
  • Provides overall vision, leadership and strategic direction for the region.
  • Directs and assesses the evaluation of Eligibility Operations to ensure performance standards are met and implements or recommends improvements.
  • Develops, implements, and monitors strategic plans for improving operations and resolving ongoing problems or issues.
  • Selects, manages, and develops staff through conferences, mentoring, training, and performance appraisals.
  • Prepares management reports, analyzes information to keep management informed, and responds to issues.
  • Maintains effective communication with clients, regional or state office staff, community leaders, or public officials.
  • Submits and negotiates funding requests and monitors expenditures to conduct program operations within budget allocations.
