About The Position

Regional Coordinating Officers (RCOs) provide executional support for SBNC’s state-level SNAP advocacy strategy. RCOs assist with state policy tracking, working group participation and formation, advocacy preparation, and supporting progress toward SBNC’s policy agenda, under the direction of the Senior Manager of State Advocacy. Applicants must be located within either the U.S. Northeast or the U.S. Southeast.

Responsibilities

  • Statewide Working Groups
  • Participate in existing statewide student basic needs working groups, representing SBNC and contributing to discussions related to SNAP access and administrative barriers.
  • Support the creation of new working groups in states where none currently exist, including:
  • Outreach to potential participants, including email outreach, follow-up with interested students or partners, and coordination with SBNC staff to identify relevant stakeholders
  • Scheduling and basic facilitation
  • Documentation of goals and discussion outcomes
  • Assist with meeting agendas, notes, and follow-up tasks as assigned by the Senior Manager of State Advocacy.
  • Ensure working group activity aligns with SBNC’s strategic policy agenda and eligibility expansion priorities.
  • State Policy Progress & Priority Support
  • Support efforts to move states along SBNC’s state policy priorities, based on priorities identified by SBNC leadership.
  • Track assigned states’ policy landscape and document changes over time.
  • Help identify:
  • Administrative actions
  • Policy opportunities
  • Advocacy steps that could support progress on SBNC’s policy agenda
  • Flag barriers, stalled progress, or promising developments to the Senior Manager of State Advocacy.
  • Policy Tracking & Analysis
  • Conduct ongoing tracking and analysis of:
  • State SNAP eligibility rules
  • Administrative guidance and agency actions
  • Relevant legislation and budget activity
  • Monitor legislative calendars, hearings, and agency processes relevant to college student SNAP access.
  • Produce short, operational research outputs (e.g., tracking summaries, brief memos, issue snapshots) to support advocacy planning.
  • Maintain organized records of policy developments for assigned states.
  • Advocacy Days / Days on the Hill
  • Provide preparation and follow-up support for state advocacy days, under staff direction.
  • Assist with:
  • Background research and briefing materials
  • Student prep resources (non-training, informational only)
  • Meeting schedules and documentation
  • Post-visit follow-up tracking
  • Support execution while higher-level planning, messaging, and relationship management remain staff-led.
  • Coordination, Documentation, & Reporting
  • Maintain clear documentation of:
  • Working group activity
  • Policy tracking
  • Progress toward SBNC’s state policy priorities
  • Advocacy actions supported
  • Submit regular updates to the Senior Manager of State Advocacy summarizing:
  • Work completed
  • Notable developments
  • Upcoming deadlines or opportunities
  • Update Senior Manager of State Advocacy weekly
