About The Position

Under direction of the Regional Communications Assistant Site Manager and/or Regional Communications Site Manager, the purpose of the position is to provide first line supervision for an assigned shift or support unit of a Public Safety Answering Point (PSAP). Employee directly supervises subordinates in the receiving, triaging and processing information; monitoring, informing and instructing customers about emergency and non-emergency calls for police, fire, medical and other public safety services via telephone, text, and other communication devices. Position demonstrates a comprehensive working knowledge of agency and divisional policies and procedures, resources, capabilities and services, apparatus and equipment, and use of emergency planning documents. Position develops management reports and implements administrative functions that will improve processes within the Division. Performs related work as directed. Requirements

Must be a current BSO employee assigned to the Regional Communications Division who has successfully completed their probationary period.
Three (3) years of experience as a Regional Communications Operator III.
Demonstrated proficiency in performing, receiving, triaging and processing information; transmitting, dispatching and analyzing of data; monitoring, informing and instructing customers about emergency and non-emergency calls for police, fire, emergency medical and other public safety services via telephone and other communication devices. Experience must be clearly documented on the application for consideration.
Possess effective communication skills, leadership, supervisory qualities or an equivalent combination of education, training, and experience.

Responsibilities

Monitors the work of subordinates and applies decision making and problem-solving skills to promote performance that achieves the Division's mission, standards and goals to provide the highest quality public safety communication operations 24 hours a day/7 days a week utilizing a regional perspective.
Monitors, documents and arranges for the timely repair to the communications facility furniture, equipment and systems to include but not limited to: E911 telephone systems, CAD, radio and recording technology currently utilized with the communications dispatch center.
Documents and responds to verbal and written complaints or inquiries from the public and other governmental agencies; provides information on departmental regulations and procedures; explains methods of resolution that will be utilized to rectify the complaint; conducts inquiries and consults with the Regional Communications Assistant Site Manager and/or Regional Communications Site Manager regarding the status of the incident.
Ensures compliance with agency and divisional policies, procedures and adherence to mandates by all governing authorities and public record retention laws.
Assists management in the development, implementation and updating of policies and procedures relating to the Regional Communications Division.
Assists management in the development, implementation, processing and documentation of procedures and processes pertaining to various accreditations, including IAED, APCO and CALEA.
Assists management in the development, implementation, and documentation of procedures and processes pertaining to emergency management, including the development and conduct of various preparedness exercises. Coordinates with other BSO and external emergency management components as directed.
Promotes quality service delivery by actively performing both focused and random Quality Assurance reviews of both emergency and non-emergency calls as well as dispatch incidents.
Provides training to subordinates on policies, procedures and changes involving Agency, Bureaus, Division and emergency management plans such as the Comprehensive Emergency Management Plan and the Disaster Contingency Plan.
Continuously reviews publications and email announcements by APCO, IAED and other professional organizations and shares this information with subordinates.
Continuously reviews and disseminates directives issued via email correspondence and as delivered via the division's learning management and continuing education systems.
Conducts fair, comprehensive performance reviews of subordinates by; conducting continuous documented feedback sessions, reviewing the past year's Quality Assurance Reports and time records, reviewing available statistical databases and subordinate files.
Actively facilitates high morale by demonstrating positive communications, demeanor and active listening skills during interactions and through the recognition of commendable performances via written memorandums to their Regional Communications Assistant Site Manager and/or Regional Communications Site Manager.
Maintains appropriate staffing levels, time accountability and employee skill sets for the shift, through insightful and predictive scheduling of personnel achieved through a thorough understanding of the following variables; Shift Exchange Agreements, Overtime Policies, job rotation and enhancement, annual leave, training, unplanned and planned leave requests and the FOPE Collective Bargaining Agreement.
Provides positive direction and guidance to subordinates during routine and critical events and acts as an information resource to subordinates needing assistance with decision-making.
Provides suggestions in remedial training when errors are observed, encourages employee development through educational enrichment.
Traverses the PSAP environment efficiently and effectively in response to various emergent needs to aid staff working critical events; coordinates PSAP supervisory workstations in order to address and/or troubleshoot any technology issues; accesses and acquires necessary resources. Ability to remain calm and focused under emergency conditions.
Employees in this classification are assigned to work shifts which will include weekends, holidays, and extended emergency activation events (i.e. hurricanes). Employees must have the ability to work any shift and engage in flexible work assignments that can include voluntary and/or mandatory overtime to meet agency needs.
