The Division of Benefits and Medical Eligibility (DBME) is seeking an experienced, detail-oriented, and highly motivated individual to join our team as a Region Program Manager. This position will be responsible for managing, leading and making decisions specific to his/her region in the delivery of program services for the Customer Call Center in the Family Assistance Administration, Division of Benefits and Medical Eligibility. Services include eligibility determination of Nutrition Assistance (NA), Medical Assistance (MA), Cash Assistance (CA) and other public assistance programs. This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures. Requirements

  • Knowledge in: Public assistance eligibility determination processes.
  • Communication, conflict resolution, mediation, and collaboration techniques.
  • Computer programs/systems utilized by FAA for eligibility determinations, such as AZTECS, FAA online policy manual, HEAplus, OnBase, etc.
  • General understanding of the various programs administered, and services provided by the Department.
  • Leadership and team-building methodologies.
  • Skill in: Interpreting and understanding program policies and procedures.
  • Managing and balancing a variety of management and administrative functions; independent problem-solving, analyzing, and decision-making skills for complex issues related to the local office.
  • Customer service, interviewing, listening, negotiation, monitoring, evaluation, and supervision.
  • Implementing and monitoring performance measures established by the Division.
  • Ability to: Assess operational needs, establish priorities, analyze complex issues, and implement established operational procedures.
  • Work independently while functioning as an integral part of the Region's management structure.
  • Communicate vision and direction, lead by example, promote continuous learning, and develop staff skills.
  • Plan, analyze, and coordinate activities, establish priorities for the unit, participate in the proposal of operational procedures, coach, counsel, mentor and lead in a fast-paced environment.
  • Manage conflict and resolve problems at the local office level.

Nice To Haves

  • At least 4 years of progressive supervisory and/or multi-location supervisory experience.

Responsibilities

  • Working with DBME Human Resources on various complex, sensitive and confidential personnel actions, participating in strategic sesions to identify possible internal fraud prevention methods, conduct preliminary analysis alleged misconduct.
  • Participate in strategic discussions with DBME Assistant Director, Deputy Assistant Director, and Administrator to establish procedures regarding program efficiency and effectiveness; responsible for executing decisions and implementing changes as needed.
  • Planning, evaluating, coordinating, monitoring, and directing all resources to ensure timeliness, quality and productivity goals and objectives are met for the regional staff completing processing and eligibility decisions for public assistance
  • Establishing goals, and objectives for performance, developing and continually reviewing performance measurements
  • Oversee hiring and retention including managing staffing levels, making staff assignments, and evaluating performance
  • Working with local office management staff to resolve personnel and customer issues/complaints
  • Meeting regularly with tribal/community groups, organizations, and other internal/external partners to coordinate services
  • Working with operations managers to resolve customer issues/complaints
  • Working with other Regional Managers to integrate program services
  • Planning, organizing and managing programs, practices and procedures to ensure uniform interpretations, application, and implementation according to state and federal laws, rules, and regulations
  • Develop and review operating procedures
  • Developing, analyzing and monitoring reports to ensure accurate and timely processing of customer benefits
  • Develop, implement manage and evaluate strategies to meet the department and division's mission and values
  • Specific budgetary and fiscal planning and management
  • Represent the district in division-wide meetings.
