About The Position

The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, and has approximately 17,000 employees. It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence. This position has the on-going responsibility as the Regional Child Welfare Permanency Specialist for the following in Region 6: 1. Monitoring, training, and providing or arranging technical assistance to the county child welfare permanency programs. 2. Working with the county in improving their program and directing the CQI process. 3. On and off-site consultation and coaching. 4. Review of records. 5. Review of data related to performance measures and other metrics. 6. Building professional relationships to improve outcomes for adults, children and families while remaining in compliance with federal regulations, North Carolina General Statutes, and Administrative Rules and policies. 7. Each Specialist will serve a region of 14-16 counties. (Bladen, Brunswick, Carteret, Columbus, Craven, Cumberland, Duplin, Jones, Lenoir, New Hanover, Onslow, Pamlico, Pender, and Sampson Counties): The Division of Social Services provides direct services that address issues of poverty, family violence and exploitation. We aim to prevent abuse, neglect, and exploitation of vulnerable citizens, and promote self-reliance and self-sufficiency for individuals and families.

Requirements

  • Master's degree in a discipline relative to the program from an appropriately accredited institution and four years of related experience
  • Bachelor’s degree in a discipline relative to the program area from an appropriately accredited institution and six years of related experience
  • an equivalent combination of education and experience

Nice To Haves

  • Experience working with North Carolina child welfare permanency program statutes, rules, policies, and best practices to provide guidance, consultation, and technical assistance to county child welfare staffs
  • Experience in change management and implementation theory in providing intensive technical assistance to create continuous quality improvement processes within county child welfare programs
