Explore more details on the Benefits of Working at HHS webpage. This position performs advanced consultative and technical work for the Child Care Regulation (CCR) Residential Care (RC) Unit. This includes responsibility for coordinating the Licensed Child Care and Licensed Child Placing Agency Administrator Programs, the planning, development, implementation of program wide initiatives, and review and implementation of legislative bills. Coordination of the child care administrator program includes reviewing and approving applicants to take the relevant exam and reviewing renewal applications for Licensed Administrators. The position is also responsible for analyzing Residential Child Care Regulation (RCCR) operations and identifying trends through quality assurance in order to determine program improvements on a statewide basis. The position may participate in or conduct workgroups and collaborate with agency staff and/or providers and community groups. The position promotes consistency and skill building in safety knowledge, decision-making, and methods to focus on child safety issues. This position will perform additional duties during legislative sessions such as analyzing legislation for the impact on the CCR program, developing agency cost estimates, developing implementation plans, and implementing legislation. The Program Specialist works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. This position may train, lead, assign, and prioritize the work of others. This position may require work beyond normal hours, including nights and weekends during legislative session. In performing these duties, the Program Specialist works with all levels of agency staff, Requires excellent writing and verbal communication skills, exceptional interpersonal skills, and the ability to work effectively as a member of the Child Care Regulation team.

Requirements

  • Knowledge of local, state, and federal laws and regulations related to child care regulation.
  • Ability to organize and present written material.
  • Ability to analyze and present verbally and in writing complex information, such as legislation and state and federal regulations.
  • Ability to develop and evaluate policies and procedures.
  • Skill in establishing and maintaining effective working relationships both internally and externally.
  • Skill in effective verbal and written communication.
  • Ability to use independent judgment and critical thought.
  • Ability to demonstrate initiative and provide leadership on assignments, projects and improvements to the child care licensing program.
  • Ability to prioritize and manage multiple responsibilities and meet deadlines.
  • Proficiency in using basic computer programs for developing, editing and maintaining e-mail, word documents, excel spreadsheets, and data related charts, graphs and tables.

Nice To Haves

  • Bachelor's degree from an accredited four-year college or university is preferred. Education and/or experience equivalent to a four-year college degree may be substituted for the four-year degree. Experience leading projects, writing rules, analyzing legislation, working as a policy analyst, or program specialist.

Responsibilities

  • Oversees the Licensed Administrator program.
  • Conducts research, surveys, inspections, and other methods to review and evaluate the effectiveness of the RCCR licensure program. Institutes projects and initiatives to improve the RCCR program and staff's effectiveness in maintaining communication related to Licensed Child Care and Child Placing Agency Administrators affiliated with operations across the state. (30%)
  • Plans development projects, which includes conducting research, interpreting legislation, and obtaining feedback from stakeholders, in order to develop bill implementation plans for regulated child care operations and the CCR program. When planning projects, the position considers the purpose of the project (for example, clarify intent, align to the current research or best practices, or comply with federal and state law) while also considering how the rules will impact the health and safety of children and the availability and affordability of care. Assists in determining the fiscal impact of drafted rules to both the state and regulated providers. (30%)Completes activities associated with legislation and legislative sessions such as analyzing legislation for the impact on the CCR program and the child care industry, developing agency cost estimates, responding to legislative inquiries, identifying or documenting information regarding legislative initiatives and exceptional items, developing implementation plans, and completing tasks necessary to implement legislation. (15%)
  • Also facilitates workgroup discussions and documents the pertinent information from these discussions to assist CCR in determining to further revise the drafted minimum standards and other rules in the Texas Administrative Code. (15%)
  • Develops documents such as communications for staff, providers, and stakeholders, responses to media and stakeholder inquiries or concerns, executive memorandums, and documents to support meetings with executive leadership. (5%)
  • Through continuing education, maintains current knowledge of child development, regulatory practices, health and safety, applicable law and rule, and related fields to support the mission of CCR. (5%) Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Performs other duties as assigned and required to maintain program operations.
