About The Position

Under the supervision of the Associate Director of Housing, the Rapid Rehousing Program Manager is responsible for overseeing the daily operations of the program to ensure that formerly homeless individuals are connected to all services and supports needed in order to obtain and maintain permanent housing and increase overall stabilization. Using a Housing First approach, the Manager guides a team of Housing Navigators and Case Managers assessing that all services provided adhere to program and agency expectations, develops program policies and guidelines; oversees program compliance with pertinent policies, laws, and regulations; measures program outcomes and deliverables; designs and creates various reports and tracking systems. The Manager responds to inquiries from external organizations and agencies and ensures the program is developing and maintaining relationships with landlords. This program offers medium-term rental assistance combined with linkages to employment and other services in order to end clients’ homelessness as well as create longer term self-sufficiency.

  • Proficient with Microsoft Office Suite or related software.
  • Ability to function well in a fast-paced and stressful environment.
  • Basic understanding of and commitment to taking a person-centered, recovery-oriented, and trauma-informed approach.
  • Strong analytical and problem-solving skills.
  • High School Diploma or Equivalency required.
  • 5 years’ experience working in a direct care setting serving vulnerable populations required. Experience with individuals experiencing homelessness or working in a housing search, placement, and stabilization case management program preferred.
  • At least one year of supervisory experience with demonstrated skills in staff coaching, team-building, and training required.

Nice To Haves

  • Further education in human services related field a plus.
  • Knowledge of Boston Continuum of Care and Homeless Initiatives preferred.
  • Lived experience with homelessness and/or recovery a plus.
  • Bilingual in Spanish preferred

Responsibilities

  • In conjunction with the Associate Director of Housing design, develops, and implements management practices and protocols of the Rapid Rehousing Program including but not limited to program guidelines, funding requirements and outcomes.
  • Oversees the day-to-day management of program activities including client enrollments, creation of individualized housing navigation and housing stability plans, housing location, coordination of move-in assistance and provision of stabilization services, including linkages and referrals to appropriate service providers.
  • Serves as first point of contact for housing navigation and case management staff, providing consistent supervision and constructive feedback to direct reports.
  • Intervenes in escalated and/or severe crises needing a supervisor, balancing the need for safety for all involved. Seeks appropriate assistance from emergency services as needed.
  • Ensures all client files, including electronic and paper, are accurate, up to date, and adhere to any government or agency documentation requirements.
  • Establishes and monitors recordkeeping protocols, implementing program quality assurance practices regularly.
  • Acts as the primary point of contact during monitoring visits by funders. Ensures all contract requirements are met.
  • Completes reconciliation and distribution of checks to appropriate staff for distribution to landlords.
  • Provides input on the creation of the annual program budget. Monitors all program costs and expenditures including rental and other financial assistance to ensure spending is on track and within budget. Submits monthly progress reports to AD of Housing.
  • Works with AD of Housing to ensure timely reports are complete and available for agency leadership, funders and other stakeholders including but not limited to: Quarterly Performance Reports, Annual Performance Reports, Ad-hoc Reports, Board Report and Management Reports.
  • Serves as liaison between the program, referral agencies, service agencies and other stakeholders and develop a positive relationship with community partners.
  • Works collaboratively within the larger management and leadership teams at St. Francis House to provide integrated services that are aligned with agency priorities and values.
  • Applies a Recovery Oriented, Person-Centered, and Trauma-Informed approach to the programming and supervision adopting key best practices such as Motivational Interviewing and Harm Reduction.
  • Adheres to agency code of conduct.
  • Performs other duties as assigned.
