About The Position

Responsible for the implementation and execution of Rapid Rehousing services for individuals and families experiencing homelessness. The Rapid Rehousing Case Manager supports participants in obtaining and maintaining permanent housing through housing-focused case management, housing navigation, landlord engagement, and stabilization planning. The role serves as a liaison between Wayne Metro, landlords, community partners, and other stakeholders to ensure coordinated, participant-centered, and housing-driven service delivery.

Requirements

  • Bachelor’s degree OR a combination of education and experience that provides equivalent knowledge.
  • Minimum of four years of related experience.
  • Experience in Rapid Rehousing, homelessness services, housing programs, or related fields.
  • Knowledge of Wayne County demographics, the needs of people experiencing homelessness, and available supportive services.
  • Proficiency with Google Suite, Microsoft Word and Excel; ability to learn required databases and software (including HMIS).
  • Strong written and verbal communication skills.
  • Professional interpersonal skills including tact, punctuality, dependability, and strong boundaries.
  • Ability to provide services to individuals facing economic, social, health, age-related, and educational barriers.
  • Ability to work independently or collaboratively as part of a team.
  • Commitment to Housing First and person-centered care.
  • Ability to uphold Wayne Metro’s policies and procedures.
  • Other duties as assigned.
  • Valid identification and reliable transportation.

Nice To Haves

  • Experience with housing inspections or familiarity with habitability standards preferred.
  • Although the Covid-19 vaccination is no longer mandated, it is encouraged. Wayne Metro will always prioritize the safety of our staff and clients.

Responsibilities

  • Work closely with the Rapid Rehousing team and partner agencies to secure safe, affordable housing for participants experiencing homelessness, using Housing First and progressive engagement principles.
  • Provide housing-focused case management, including developing individualized housing stability plans, connecting participants to income and benefits, and supporting long-term housing retention.
  • Conduct housing search and navigation activities, including landlord outreach, unit identification, and assisting participants with viewings, applications, and lease-up processes.
  • Complete all Rapid Rehousing paperwork and documentation (rental assistance packets, case notes, assessments, income verifications, releases, etc.) required by Wayne Metro and all funding entities (HUD/CoC/ESG/State).
  • Prepare and maintain participant files in accordance with Wayne Metro standards and funding requirements; ensure documentation is complete, timely, and audit-ready.
  • Enter and maintain accurate, high-quality data in HMIS, including enrollments, services, case notes, assessments, income updates, and exits.
  • Provide transportation to participants as needed for housing search, unit inspections, and essential appointments.
  • Provide direct services to participants including assistance with applications, connecting to mainstream resources, stabilizing income, and addressing housing barriers.
  • Maintain awareness of current RRH program guidelines, eligibility requirements, and best practices to ensure compliance with HUD and CoC standards.
  • Collaborate with landlords, property managers, and community partners to promote housing opportunities and resolve tenancy concerns.
  • Support the agency and program goals by staying informed of emerging funding opportunities, new RRH practices, and system-level updates within the homelessness response system.
  • Maintain records consistent with Wayne Metro requirements for data reporting, program evaluation, and compliance.
  • Maintain a positive, professional attitude when working with participants, staff, landlords, and partners.
  • Perform work in a manner that upholds Wayne Metro policies and procedures.
  • Other duties as assigned.
