About The Position

Rail Administration Specialist IV – District Four / Transportation Development / Modal Development / Plans & Programs This position manages large-scale transportation planning and development projects of multimodal, multijurisdictional, and high-profile projects, including transit, rail, intermodal and other transportation modes. Through cooperation, coordination and collaboration among the OneFDOT team, you will be contributing to a strong and empowering culture of TRREC: Trust, Relationships, Respect, Empowerment, and Communication.

Requirements

  • Knowledge of Multimodal project development and environmental processes
  • Knowledge of Engineering design concepts and principles
  • Knowledge of Professional services and contractual services procedures
  • Knowledge of The Department’s design manual, design standards, standard specifications, and the Federal Highway Administration directives
  • Knowledge of The Department’s production process for developing and delivering the Work Program
  • Skills in Reviewing and interpreting technical data
  • Skills in Contract Management
  • Ability to Establish and maintain working relationships with consultants, government officials and regulatory agencies.
  • Ability to Utilize engineering skills to identify and resolve issues necessary to implement solutions to meet project quality and schedules.
  • Six years of experience in the field of transportation, planning, public administration, engineering or logistics.
  • A bachelor’s degree from an accredited college or university in one of the above-mentioned fields can substitute for four years of the required experience.
  • A master’s degree from an accredited college or university in one of the above-mentioned fields can substitute for six years of the required experience.

Responsibilities

  • Manages large-scale transportation planning and development projects of a multimodal, multi-jurisdictional, and high-profile projects including transit, rail, intermodal, multimodal and other transportation modes.
  • Provides technical support with development and implementation of transit and multimodal projects of the department or other agencies including participation in advisory, technical and steering committees, providing technical reviews, leading multi-agency and multidisciplinary task teams, and coordinating with stakeholders, resource agencies, providing development community, transportation companies, and utilities.
  • Oversees and reviews consultant work to ensure the preliminary engineering and environmental documentation is in accordance with the American Association of State Highway and transportation Officials (AASHTO) and National Environmental Policy Act (NEPA) requirements.
  • Reviews engineering studies, conceptual plans, environmental documents, and other materials pertaining to multimodal projects.
  • Manages and performs engineering work for design projects with general supervision.
  • Manages the conceptual planning and identification of corridor improvement projects and provides for design and production assistance of complex preliminary engineering and preconstruction activities for transit and passenger rail projects including corridor studies, environmental reports, and other preconstruction tasks.
  • Updates production project schedules in maintaining overall work program goals.
  • Participates in developing proactive business plan goals, objectives, and activities related to transit development initiatives.
  • Updates, develops and reports on corresponding quarterly objectives and activities on the Office of Modal Development business plan.
