About The Position

Liberty Dental Plan is seeking a Quality Program Administrator, a vital role that provides program and project management support within the Quality and Utilization Management Department. This position primarily supports Medicaid and Medicare program compliance and plays a central role in strengthening our enterprise quality functions. The Quality Program Administrator acts as a subject matter expert for quality programs and helps ensure Liberty meets evolving government, contractual, and accreditation requirements. This role monitors quality performance, supports audit readiness, interprets regulatory updates, and helps drive improvements that enhance program efficiency, member satisfaction, and health outcomes. Requirements

  • Education Preferred: Bachelor’s degree in Healthcare Administration or a similar field, or equivalent experience.
  • Experience Minimum 2 years; up to 5 years preferred.
  • Project management experience required.
  • Exceptional organizational, analytical reporting and project management skills with the ability to manage multiple priorities in a fast-paced, deadline‑driven environment.
  • Advanced proficiency in Microsoft Office applications (Word, Excel, Access, PowerPoint, and Outlook); experience with data visualization or reporting tools (e.g., Power BI) preferred.
  • Strong understanding of government program operations, contractual obligations, and regulatory requirements, including familiarity with CMS, NCQA, or URAC standards.
  • Skilled in facilitation, training, and adult education with the ability to lead cross‑functional meetings and support quality improvement initiatives.
  • Highly analytical and detail‑oriented with the ability to integrate large volumes of data, identify trends, and present insights to leadership and stakeholders.
  • Excellent written, oral, and interpersonal communication skills, including public speaking experience and drafting reports, summaries, and presentations for internal and external audiences; bilingual preferred.

  • Dental Managed Care or Medicaid Program Management experience preferred.

Responsibilities

  • Quality Program & Compliance Support Develop subject matter expertise and perform research related to government contractual and regulatory compliance for Medicaid and Medicare programs. Interpret and operationalize new or updated regulatory requirements to ensure timely integration into program processes.
  • Project Management & Program Monitoring Lead projects to monitor and audit Quality Program performance. Track performance data using dashboards and tools to measure progress and ensure alignment with stakeholder goals.
  • Operational Program Development Establish comprehensive work plans with deliverables, accountabilities, and timelines for government contracts. Partner with Compliance, Operations, Clinical, and Provider Relations to support implementation and ensure program alignment.
  • Quality Improvement & Audit Readiness Oversee interventions and monitor the Quality Management Department’s performance improvement plan. Coordinate internal and external audits and manage responses to corrective action plans.
  • Standards Evaluation & Reporting Evaluate accreditation and quality standards and assess operational compliance. Prepare required quality reports, including annual Quality Improvement Work Plans and Program Evaluation Summaries.
  • Vendor & Delegation Oversight Participate in oversight of delegated entities to ensure they meet quality and compliance standards.
  • Confidentiality & Workplace Standards Protect all PHI according to Liberty’s policies. Maintain a safe, positive, and productive work environment.
