About The Position

Purpose and Scope: The Program Quality Environmental Safety and Health Manager is responsible for ensuring effective and efficient execution of the Program Quality Management System (QMS) by leading and managing quality, environmental, health, safety and continuous improvement personnel in the operation and maintenance of the Program. Ensures compliance with Performance Work Statement (PWS). Responsible for program wide compliance with ISO 9001:2015 QMS. Essential Responsibilities: Ensures the QMS program follows the applicable ISO 9001:2015 standards and that program specific quality requirements are implemented and maintained. Establishes, maintains, and schedules audits and the reporting system. Responsible for ensuring that root cause analysis (RCA) for corrective and preventive action response (CAR) and (PAR) have been properly defined and implemented; and that the corrections are effective through follow-up auditing. Responsible for developing, maintaining, and issuing quality control procedures, administers and coordinates the QC Web. Plan, coordinate and direct a quality control (QC) program designed to ensure continuous quality operations, consistent with Company standards, Contract and Performance Work Statement (PWS). Coordinates and directs a quality control program designed to ensure continuous production of quality products consistent with established standards. Manages the overall internal audit program and provides notification of the quantity of site level internal audits to be performed each month to the Site Managers. Ensures that the internal auditors performing audits at the site level are trained and certified to perform audits. Manage the programs Internal Quality Assurance Surveillance Program (IQASP). Manage the Continuous Improvement (CI) Program. Establish metrics to measure effective use of resources to ensure maximum return on cost avoidance and or process improvement. Responsible for providing direction, guidance, and assistance to site managers in implementing the program Environmental Management System (EMS). Ensures the necessary procedures are developed, implemented, maintained, and communicated to employees, suppliers, and sub-contractors. Implements and manages the program Health and Safety Plan, schedules, and determines the content of safety audits, tracks corrective and preventative actions and provides assistance as needed. Ensure performance and quality of assigned QA/QC, CI and Environmental/Safety function conforms to established standards and governmental agency guidelines to ensure lasting customer satisfaction. Coordinate collection of responses to customer Corrective Action Response (CAR). Work directly with operating entities to ensure inspections, statistical process analyses, and audits are conducted on a continuing basis as specified to enforce requirements and meet specifications. Conduct and direct internal management audits, prepare formal audit reports, and define audit schedules. Build good working relationships with Operational Manager, Functional Managers and Site Managers and participate in management process. Maintain a professional relationship with customer taking into consideration voice of the customer. Develop and mentor staff and determine best methods for performance enhancement. Perform other duties as assigned.

Requirements

  • Must be proficient in the use of personal computers and Windows Operating System and Microsoft Office to include as a minimum Power Point, Excel and Word programs.
  • Ability to supervise and manage quality, environmental, health and safety personnel effectively and efficiently.
  • Ability to work with personnel at all levels to manage the program Quality Management System (QMS) effectively and efficiently.
  • Extensive knowledge of QA/QC approaches, methods, management, and responsibilities.
  • Extensive knowledge of ISO 9001 standard, Lean Six Sigma, and continuous improvement tools and techniques.
  • Additional knowledge/skills may be required by assignment or contract.
  • Contract Requirements in accordance with Appendix J: Must be eligible to obtain and maintain a Secret U.S. Government Clearance.
  • NOTE: U.S. Citizenship is required to obtain a Secret U.S. Government Clearance.
  • 5 years of quality management experience.
  • Certification: Lead Auditor Certified within last 3 years meeting current ISO 9001 standard.
  • Certification: Current Hazardous Waste Operations and Emergency Response (HAZWOPER) training certificate meeting 29 CFR 1910.120 requirements.
