Position Summary: This position reports to the Director of Medicaid Policy and Regulations and provides quality assurance oversight of Behavioral Health Services programs and processes, including timely and accurate administration of contracts, adherence of programs to federal and state requirements, and quality assurance and measurement-based reporting. This position supervises the Quality Assurance Team in Behavioral Health Services commission; recruitment, training, educating, and mentoring of these employees will be a primary function of this position, to assure retention and morale. The Behavioral Health Services Commission administers program and payment for publicly funded behavioral health services, which include adult and youth mental health, and adult and youth substance use disorder (SUD) prevention and treatment programs. KDADS contracts with behavioral health providers and agencies statewide to provide community-based and inpatient services, primarily through Medicaid. Services range from prevention and early intervention services to inpatient, residential, home- and community-based, and recovery support services.

  • Develops and manages the quality measures for Behavioral Health Services (BHS) for Medicaid and Block Grant programs using extensive knowledge of federal and state program policies, mandates, directives and intents; department and division goals; as well as data and information systems, statistics, and public relations. Create, implement, and enforce quality assurance policies, procedures, and standards across BHS programming for internal and external stakeholders.
  • Track quality metrics, analyze performance data, conduct audits, and generate reports to identify areas for improvement.
  • Lead, train, and mentor the QA team, and ensure all employees are trained on quality standards and best practices.
  • Communicate with internal and external stakeholders, including customers and suppliers, on all quality-related matters.
  • Maintains data regarding BHS program quality improvement, performance measures, and quality assurance as well as monitoring utilization, cost and caseload growth.
  • Ensures all fidelity measures are up to fidelity standards of the model; including, but not limited to, identifying trainings for State and external vendor staff on Evidence-Based Practices (EBPs), getting staff trained/certified to conduct fidelity reviews of EBPs, ensuring timely fidelity reviews are conducted, and providing extensive knowledge across the BHS commission on the proper implementation of EBPs within the different areas of focus.
  • Convene internal and external stakeholders to compile, synthesize, and outline key components of continuous quality improvement opportunities and needs related to BHS programs quality indicators.
  • Ensures collaboration between KDADS departments outside of BHS with the QA team as part of both team's oversight of CCBHCs, BHS programs, and evidence-based practices.
  • Ensure coordination and completion of reporting requirements, data and outcome measurement and progress tracking.
  • Completes special projects and performs other duties as assigned including but not limited to ensuring the agency is adequately staffed during and immediately following natural and/or manmade disasters, infectious disease outbreaks, and/or acts of terrorism. Assists other employees in the work unit in accomplishing assignments as necessary.
  • Four years of experience in human services, business/public/health administration, or related fields.
  • Two years of professional experience in health care, public health, behavioral health, or general program management.
  • Experience with Medicaid or KanCare is preferred.
  • The ability to influence, persuade, understand and work collaboratively with others is important. Maintaining these effective relationships during the planning and redesign process.
  • Strong understanding of Quality Assurance and how to review program information, gather data, measure outcomes, and formulate reports as it relates to the Behavioral Health field.
  • Strong skills in organization, planning, implementation, conflict resolution, and oral and written communication.
  • Six Sigma certification
  • Six years of experience in human services, business/public/health administration, or related fields.
  • Working knowledge of diverse community service areas and systems.
  • General knowledge of fiscal and program management principles.
  • General knowledge of mental health service delivery and reimbursement systems.
  • Ability to facilitate and support positive problem-solving in workgroups; ability to problem-solve at a significant level of independence to complete assigned work responsibilities.
