About The Position

The South Carolina Department of Health & Human Services (SCDHHS) is the State Medicaid <\/div> Agency for South Carolina. This agency is focused on the modernization of the State’s <\/div> Medicaid Management Information System (MMIS). The modernization is a major <\/div> undertaking for SCDHHS and requires major transformation of culture, processes and <\/div> technology. The modernization program supports the Department’s transition from primarily <\/div> a fee -for -service payor of claims towards a program and policy driver for health outcomes <\/div> primarily through managed care programs. The program’s strategy supports significant <\/div> innovation in MMIS thinking and mindset and is aligned with MMIS innovation at the national <\/div> level as well. <\/div> Scope of the Project: <\/div> The Quality Assurance Tester - Advanced will be assigned to projects for the South Carolina <\/div> Department of Health and Human Services (SCDHHS), in collaboration with the SCDHHS <\/div> Project Management Office (PMO). <\/div> The PMO is responsible for staffing all SCDHHS projects <\/div> as well as establishing and monitoring IT related governance and standards, which are <\/div> followed by all enterprise project teams. <\/div> the Medicaid Agency for SC. <\/div> Candidates who enjoy working on complex, change -oriented projects will find this position <\/div> attractive.

Requirements

  • 5 years translating business <\/div> requirements or policy <\/div> documentation into test cases and <\/div> scenarios
  • 5 years building test cases and <\/div> scenarios into test systems
  • 3 years deep knowledge of <\/div> healthcare operations (preferably <\/div> Medicaid), business processes <\/div>
  • 3 years direct hands on experience <\/div> with formal test design tools
  • Bachelor’s degree in a technical, business, <\/div> healthcare or related field. Years of <\/div> experience can substitute for formal <\/div> education.

Nice To Haves

  • 5+ years large enterprise or e - <\/div> business systems experience.
  • 3+ years proficient in use of manual <\/div> or automated testing tools such as <\/div> Azure DevOps or Atlassian JIRA and <\/div> Confluence <\/div>
  • 3+ years prior experience working in <\/div> a standard SDLC (waterfall <\/div> methodology) & in an AGILE delivery
  • ICD -10 and Medicaid <\/div> experience is desirable.
  • Technical and/or Project <\/div> Management certifications from recognized <\/div> sources are desirable.

Responsibilities

  • Responsible for performing tests on technical solutions to isolate and solve issues. Initiates <\/div> tests, analyzes results, and finds solutions to technical problems.
  • Develop test plans, QA and/or User Acceptance Testing processes and test cases for <\/div> product management and software development teams.
  • Develop and maintain SDLC traceability from test cases to requirements and <\/div> designs/software components
  • Design and support user interface testing of applications and regression testing.
  • Test software applications for reliability and stability.
  • Implement testing programs to perform quality assurance on technical applications <\/div> including negative testing and usability.
  • Design and/or run automated testing scripts with oversight for deployment of tests <\/div>
  • Participate in defect triage, retest, and resolution <\/div>
  • Create quality assurance documentation and reports as required <\/div>
  • Adhere to established software testing governance policies, best practices and <\/div> guidelines and recommend improvements <\/div>
  • Perform reviews, walkthroughs, or inspections and adhere to established governance <\/div> standards.
  • Communicate and publish status reports of all open issues and gaps found during test <\/div> phase and articulate the details to the Development teams
