About The Position

Amentum is seeking a Purchasing Specialist for a position on Kauai, HI, to negotiate and purchase from vendors and/or subcontractors for materials and services as required and perform purchasing administrative tasks as needed to support the Pacific Missile Range Facility (PMRF) Project. The candidate shall possess working knowledge and be capable, under guidance, of performing other related tasks as a Purchasing Specialist. This position will support Contracting Services, as well as being cross-trained and cross-utilized in other departments.

Requirements

  • One year of knowledge in Supply Chain Management or related field is required
  • Knowledge of Federal Acquisition Regulations (FAR) and Government procurement and subcontracting systems, policies, and procedures is preferable.
  • Computer skills: Proficient in Microsoft Office Suite (Word, Excel, Outlook) and Adobe.
  • High School Diploma or equivalent
  • Must be able to obtain and maintain a Secret US Government Clearance.
  • Note: US Citizenship is required to obtain and maintain a Secret Clearance. Applicants selected either must currently possess a Secret clearance or will be subject to a US Government Security Investigation and must meet eligibility requirements to obtain clearance prior to commencement of employment and maintain a security clearance for access to classified information or Closed/Restricted Areas throughout duration of employment.

Responsibilities

  • Prepare Request for Proposals (RFPs) and Request for Quotes (RFQs), Blanket Purchase Agreements (BPA) and any other types of agreements as allowed in FAR Part 13.
  • Identify sources of supply to meet availability and competitive pricing favorable to the company and the Government.
  • Ensure compliance with company policies as well as the Federal Acquisition Regulation (FAR).
  • Analyze quotations for repair transactions and issue orders up to authorized purchase limits for vendor repairs.
  • Document rationale for vendor/subcontractor selection; exercise discretion and independent judgement while performing price and cost analysis; conducting negotiations, preparing, processing, and issuing purchase orders.
  • Perform follow-up and closeout efforts for purchase orders.
  • Familiar with Government requirements for subcontracting with small, small disadvantaged, veteran, women-owned, Hub zone businesses; assist company in meeting its small business goals.
  • Interface with Koa Lani and Government personnel to provide status of purchase orders and subcontracts.
  • Perform purchasing data entry, filing, scanning, and obtaining of signatures as assigned by the Contract Manager.
  • Organize and complete purchasing files according to requirements checklists.
  • Research and secure missing documentation.
  • Must be able to work independently.
  • Perform other position related duties as assigned or requested.
