About The Position

Manages and oversees highly complex state and federal public transportation grant programs and projects. Supervises employees involved in project, and program oversight of activities to include complex applications, grant agreements, procurements, reimbursements, audits and administrative requirements to determine compliance with federal and state requirements, laws, regulations, policies, and procedures. Work requires contact with departmental managers, high-level executives, governmental officials and/or private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product. Essential Duties:

Requirements

  • Bachelor's Degree in business, transportation, public administration, planning or a related field. Relevant experience may be substituted for degree on a year per year basis.
  • 5 years progressively responsible experience in contract/grant/funding administration, budget development and/or government funding. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.
  • Must have two (2) years supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.
  • Valid driver’s license. This position requires driving a state vehicle.
  • Extensive knowledge of Program planning, development and management methodologies
  • Extensive knowledge of Auditing and investigative methods, practices and procedures
  • Extensive knowledge of Generally accepted accounting principles, procedures, and terminology
  • Extensive knowledge of Budgeting methods and procedures
  • Extensive knowledge of Applicable contract/grant/funding/project/program processes, policies and procedures
  • Extensive knowledge of Applicable laws, rules, and regulations
  • Considerable knowledge of Developing and implementing programs
  • Expert skill in Establishing plans and setting objectives and goals that support overall business strategy/results; anticipating and adjusting for problems/roadblocks
  • Expert skill in Overseeing and coordinating projects and program activities
  • Expert skill in Using computers, applicable programs, applications, and systems

Responsibilities

  • Oversees and ensures compliance with federal and state requirements concerning program administration and management.
  • Oversees highly advanced administration of federal and state public transportation grant programs and projects.
  • Coordinates, plans, develops and recommends program guidelines, policies, procedures, enhancements and methodologies.
  • Oversees project management oversight and compliance monitoring of grant sub recipients.
  • Develops and administers employee orientation and training.
  • Coordinates resources to support program goals
  • Keeps abreast of and ensures compliance with federal and state requirements concerning program administration and management.
  • Oversees and coordinates the development and distribution of information.
  • Oversees consultation, coordination and assistance regarding programs/activities which include Department employees, state, federal, local entities, regulatory agencies and special interest groups.
  • Participates in strategic planning and policy
  • Plans, assigns, and supervises the work of others.
  • Writes internal/external correspondence/ reports/ lists/ forms/ updates/ memos concerning programs and projects.
  • Performs other job responsibilities as assigned
