About The Position

To develop, lead, and sustain an efficient, accessible, and consumer‑centered transportation program that meets the mobility needs of the community. This role ensures that RCIL’s non‑emergency medical transportation (NEMT) and Many Hearts services operate safely, reliably, and in full compliance with regulatory standards. In support of that mission, the position provides day‑to‑day operational oversight, including supervising drivers, optimizing routing, managing fleet maintenance, coordinating scheduling, assisting finance with billing processes, and, when necessary, driving to meet consumer demand and staffing needs.

Requirements

  • Associate degree in logistics, healthcare/human services, or related field preferred, High School Diploma or equivalent required.
  • Minimum 2+ years of direct staff supervision, preferably within transportation, Non-Emergency Medical Transportation (NEMT), or healthcare‑related services.
  • Experience overseeing drivers and support staff, along with familiarity in scheduling, routing, and billing systems.
  • Professional driving experience in a passenger or Non-Emergent Medical Transport (NEMT) setting required.
  • ADA securement requirements and passenger assistance standards.
  • HIPAA privacy rule.
  • DOT safety regulations, best fleet maintenance practices and compliance standards.
  • Familiarity with dispatch and routing technologies, and CTAA (Community Transportation Association of America) PASS (Passenger Assistance, Safety & Sensitivity /Dispatch Training.
  • First Aid/CPR.
  • Ability to assist with vehicle inspections.
  • Ability to lift up to 50 lbs. for mobility equipment.
  • Strong leadership and management skills.
  • Proficiency in routing and scheduling software.
  • Good communication and interpersonal skills, strong organizational and time-management skills, analytical and problem-solving skills for optimizing driving routes and operations.
  • Ability to handle billing processes efficiently.
  • Valid NY State Driver’s License with clean driving record.

Nice To Haves

  • One to two years of experience working with older adults and/or individuals with disabilities in community or day‑service settings preferred.

Responsibilities

  • Supervise, train, mentor, and evaluate department staff to ensure high levels of service, safety, and compliance. Provide coaching, guidance and corrective action as needed.
  • Use routing software to create optimized routes; balancing efficiency, and customer needs. Adjust schedules dynamically based on demand and staffing.
  • Oversee incoming transportation requests, coordinate trip assignments, and ensure timely communication with drivers and program staff.
  • Work collaboratively with the Billing Department to ensure accurate and efficient processing of all ride billing, including Medicaid, private pay claims, and grant-supported services, while supporting timely reimbursement and prompt resolution of billing issues.
  • Develop and enforce preventive maintenance schedules, safety inspections, and cleanliness standards for all vehicles. Coordinate repairs and maintain compliance with DOT and ADA requirements.
  • Maintain adherence to HIPAA, ADA, DOT, and Medicaid transportation regulations. Prepare operational and financial reports for leadership and audits.
  • Partner with the Finance Department to review financial reports, analyze income and expenses, and support sound financial decision-making that contributes to a positive bottom line.
  • Drive vehicles when necessary to meet consumer demand or cover staff shortages, ensuring safe and courteous service using door‑to-door assistance and following individual safeguards (including mobility support, safe use of lifts/ramps, and securement systems).
  • Serve as backup scheduler and assume full scheduling responsibilities when needed to ensure uninterrupted transportation operations.
  • Identify opportunities to enhance efficiency, reduce costs, and improve consumer satisfaction through process improvements and technology utilization.
