About The Position

This position is responsible for leading the Department’s Materials Testing and Exploration section (MTEx). The position directs and prioritizes MTEx laboratory and field operations in support of the Department’s mission by implementing departmental policies related to construction materials quality assurance, geotechnical investigations, and pavement testing.

Requirements

  • Possession of a current Maine Professional Engineering License and four (4) years of experience in civil engineering at the professional level (beyond such licensure) which includes two (2) years of formal supervisory experience.

Responsibilities

  • Developing and implementing staffing plans (including consultant usage).
  • Managing budgets for personnel, equipment, and operations.
  • Managing contracts and purchases.
  • Ensuring compliance with applicable federal regulations and accreditation requirements, including 23 CFR 637 and the AASHTO Accreditation Program.
  • Approving asphalt binder suppliers, hot mix asphalt producers, and Portland cement concrete producers for use on Department projects.
  • Determining acceptance or rejection of materials used in transportation construction.
  • Implementing new test methods, specifications and innovative materials and processes.
  • Promoting a safe and healthy work environment.
  • Representing MaineDOT on state, regional and national committees.
