About The Position

This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. This is a highly responsible and professional position that maintains cooperative relationships with the community, media, public relations and public information. In addition, may provide consultative public relations services to the Health Officer/Administrator and other Senior Management staff of the Florida Department of Health in Miami-Dade County. This position meets the requirements as defined in Chapter 447.203, (4), Florida Statute, Duties Include, but not limited to:   Responsible for all supervisory duties including, but not limited to, hiring and selection, developing performance plans, conducting performance appraisals, planning and directing their work, approving leave, and taking disciplinary action as appropriate.      Reviews of legislative bill analyses prepared by Department staff for appropriateness and accuracy, revises as necessary.   Reviews and tracks local ordinances to provide input to local government on matters related to public health.   Provides management consultant support services and assistance in the analysis and development of operational procedures to improve management capabilities.      Provides consultation and technical assistance regarding the planning, implementation and monitoring of public awareness activities for the county.      Provides assistance to agency officials and their staff to promote the most efficient and effective accomplishments of the operating objectives at the lowest cost.      Responds or coordinates responses to questions, complaints, legislative inquiries and issues generated from any other source when professional or program knowledge perspective is required.      Responsible for the preparation and distribution of professional media releases relative to Departmental programs. Ensures that media releases are communicated to appropriate people clearly, accurately and are following rules, regulations and guidelines applicable to the Department.   Reviews and approves public health awareness campaigns, works with Department of Health Office of Communication and programs.   Manages the Workflow process in the county, provides guidance and approval. Reviews, comments and suggestions made by DOH-Comms on each submitted document.   Obtains needed information from Subject Matter Experts (SME) and provides the compiled information to the Health Officer/Administrator for final DOH-Miami-Dade review.    Communication & Messaging Develop and implement communication strategies that support organizational goals. Prepare press releases, media statements, talking points, newsletters, and public reports. Ensure all public messaging is accurate, accessible, and aligned with organizational policies.   Works with agencies in shared marketing campaigns alongside the SME.   Acts as spokesperson for the Department when requested and approved. Build and maintain relationships with journalists, media outlets, and communication partners. Develop press releases, informercials, PSA, films etc. for the department. Handles if applicable social media platforms such as twitter, Facebook or Instagram. Works with the Information Technology department to ensure website is accurate and up to date. Overseas and provides final review at the local level for all marketing material created. Provides supervision to the graphic designer at DOH-Miami-Dade, participates in the development of marketing material for the local DOH-Miami-Dade. Supervises the marketing coordinator for the Department of Health in Miami-Dade County.   Coordinate press conferences, interviews, and media briefings. Monitor media coverage and provide analysis to leadership.   If Applicable; Public Engagement Manage the organization’s presence across social media platforms and digital channels. Respond to public inquiries and maintain open communication with community stakeholders. Support outreach campaigns, public meetings, and community events.           Serves at the agency representative in organizations and committees as assigned. Assists in writing and reviewing documents.   Works closely with elected and appointed officials in advancing the public health agendas.   Crisis & Emergency Communications: Is assigned to the public information seat in disasters and manages the information. Lead communication efforts during emergencies, ensuring timely and accurate public updates. Collaborate with emergency management teams to develop crisis communication plans. Provide real time information to the public, media, and partner agencies during incidents. Serves as community liaison and interacts with all private and governmental agencies for homeland security and other potentially catastrophic events.     Internal Collaboration: Responsible for liaison activities between community resources and Department staff to insure and/or expedite the provision of services on countywide basis, and for monitoring and evaluation of services being provided. Advise leadership and staff on communication strategies and best practices. Coordinate with departments to gather information and ensure consistent messaging. Train staff in media interaction and communication protocols when needed.   Leads in maintaining the information for the distribution database.   Prepare briefing packages and speaker’s notes.   Coordinates with County on legislative matters and budget requests.   Manages the offices sub-indicators as related to the Strategic Indicators of the Florida Department of Health in Miami-Dade County. May require availability outside standard business hours during emergencies or major events. Work may involve coordination with multiple agencies, community groups, and media outlets.   Performs all other duties as assigned.

  • Incumbent in this position is preferred to have a master's degree or higher from an accredited college or university. Relevant professional experience may substitute for the required education on a year for year basis.
