About The Position

Join our dynamic team supporting as a Data Connection Informatician in our Public Health Division. In this role, you’ll combine creativity with technical expertise to help shape the future of public health data systems. You’ll take on meaningful, mid-level responsibilities involving the planning, system analysis, development, implementation, and evaluation of NESIIS (Immunizations) and related public health datasets. Your work will focus on data exchange, quality, performance, and user support for one of Nebraska’s most critical public health platforms. You’ll collaborate closely with healthcare providers, vendors, and state partners to ensure NESIIS operates efficiently, securely, and in alignment with CDC and state standards. Beyond core informatics duties, you’ll play a key role in training and supporting project teams, exercising autonomy to make impactful decisions, and partnering with the Informatician III supervisor and Unit Leadership on strategic initiatives that strengthen Nebraska’s public health infrastructure.

Requirements

• Bachelor’s Degree in Public Health, Statistics, Epidemiology, Informatics, or Health field plus 6 years of experience working in data analysis, statistics, & interpretation of data in a health subject area OR Master’s Degree in Public Health, Statistics, Epidemiology, Informatics, or Health field plus 4 years of experience.
• Experience may be substituted for experience on a year-for-year basis.
• Knowledge of: IIS data exchange standards (HL7 VXU, QBP, ACK); SOAP workflows; CDC IIS Functional Standards; Nebraska public health data regulations; data analysis and validation principles.
• Skill in: Strong communication and analytical skills to collaborate with technical teams, healthcare providers, and program staff. The position involves identifying data issues, improving workflows, and creating clear dashboards and reports. Proficiency with tools like SQL, R, Python, Power BI, or Tableau is important for analyzing and validating immunization data. The ideal candidate can troubleshoot system errors, apply standards such as HL7 and FHIR, and provide training and support to users of all backgrounds while managing multiple tasks in a fast-paced environment.
• Ability to : Independently identify issues in data, user experience, or other system specific items; effectively troubleshoot issues with systems or user centric issues; conduct analytical review of data or system issues including collection methods; use common identifiers and probabilistic join methods to join or link independent data sets or systems into new richer data set; facilitate discussions with health care professionals and a variety of other partners; analyze complex health data; prepare studies and reports including responding to data requests; explain and defend complex studies and recommendations; effectively communicate increasingly complex technical information to both technical and non-technical stakeholders.

Nice To Haves

• Working knowledge in SAS, R, or similar statistical analysis software; proficient to expert skills in SQL, Python, Tableau, ArcGIS or similar data management and data visualization tools; intermediate understanding and practical use of HL7, ASAP, USCDI, FHIR, or other health data and messaging standards

Responsibilities

• Plan, analyze, develop, implement, and evaluate the operations of the Immunization Information System, including data quality dashboards, message exchange performance, and user management functions.
• Conduct business and workflow analysis to identify process improvements and assist in planning and implementing new features or system enhancements.
• Collaborate with internal teams and technical partners to monitor and troubleshoot data exchange processes, ensuring message accuracy, timeliness, and compliance with national data standards.
• Design and maintain software tools and scripts that support data extraction, transformation, and migration activities between environments or systems.
• Provide support to end users and public health partners through data issue resolution, user onboarding, and system training.
• Identify workflow gaps, duplicate data, or inconsistencies and recommend sustainable solutions that strengthen data quality and system performance.
• Support informatics leadership in program planning, reporting, and evaluation, including contributions to grant deliverables and performance metrics.
• Produce analytical reports and visualizations to assess vaccination coverage, provider performance, and system utilization trends.
• Mentor and train staff in system navigation, data analysis, and information exchange protocols, helping strengthen informatics capacity across the program.
• Contribute to the creation and refinement of policies, procedures, and data governance practices to ensure operational consistency and adherence to privacy and security requirements.
• Support interoperability initiatives by applying modern data exchange standards such as HL7 and FHIR to improve data sharing and integration with other health systems.
• Lead or participate in quality assurance efforts, validating data submissions, system updates, and process improvements.
• Coordinate with project management, technical, and program teams to ensure smooth implementation of new releases, maintenance updates, and performance monitoring.
• Develop and maintain technical and user documentation, including data mappings, test plans, training materials, and validation procedures.
• Assist in evaluating vendor and system performance to ensure that technical solutions meet functional and operational expectations.
• Support communication and collaboration between technical staff, program managers, and stakeholders to ensure shared understanding of system capabilities and limitations.
• Represent the Immunization Registry program in collaborative workgroups, professional networks, and training opportunities to share best practices and identify innovations that can enhance registry operations.
