About The Position

The Prevention of Sexual Abuse (PSA) Compliance Administrator develops, implements, and oversees the efforts of the Heartland UC serving facilities to comply with the Interim Final Rule (IFR) and serve as a point of contact with ORR’s PCAN Team. PSA Compliance Administrator oversees ongoing compliance with the Interim Final Rule Part 411 on the Standards to Prevent, Detect, and Respond to Sexual Abuse and Sexual Harassment Involving Unaccompanied Children and ORR Policy Section 4: Preventing, Detecting, and Responding to Sexual Abuse and Sexual Harassment. PSA Compliance Administrator reports to the Director of Personnel Compliance, Licensing and Accreditation and is responsible for assisting the Managing Director of Compliance, Policy and Training in all areas related to compliance with the standards laid out in the IFR including the review of all significant incident reports of sexual abuse and sexual harassment as well as code of conduct violations for the assigned programs. This position also serves as a resource in the consultation process on issues related to the Zero Tolerance policy against sexual abuse and sexual harassment in ORR funded facilities. Must maintain a flexible work schedule that may include evenings, weekends, and holidays and as needed.

Requirements

  • Bachelor's degree in behavioral sciences, human services, or social services fields; OR business administration or management
  • At least (1) one year of experience working with child welfare standards, best practices, quality assurance, or compliance.
  • Ability to read and interpret documents such operating and maintenance instructions, and procedure manuals.
  • Ability to write routine reports and correspondence.
  • Ability to speak effectively before groups of customers or employees of organization.
  • Access to regular, dependable and timely transportation
  • Excellent communication skills. Strong networker, convener, relationship builder and communicator with experience collaborating with diverse work teams and stakeholders.
  • Demonstrated ability to handle confidential and sensitive information possessing skills to handle situations in a professional and diplomatic manner.

  • Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange; Windows operating systems; and other software routinely used by Heartland Human Care Services
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. The ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Ability to comprehend large texts and decipher the necessary information to report.
  • Ability to work independently and remain self-motivated with minimal direct supervision.

Nice To Haves

  • Experience working with a multidisciplinary team and coordinating training and large projects preferred.
  • Experience with youth, domestic violence, sexual violence, or immigration/refugee aid is preferred.
  • Bilingual language skills are preferred. Fluency in English and either Spanish or another language preferred

Responsibilities

  • Coordinates continuous quality improvement initiatives including administrative and clinical review of medical records, utilization management, outcome measurement, and generating statistical and narrative reports as requested.
  • Works with the program's Monitoring and Auditing and Quality Improvement departments to implement and evaluate the agency quality improvement processes.
  • Maintains compliance with HIPAA and records management as well as all Heartland SAFEty confidentiality policies and standard operating procedures.
  • Collects and compiles data for reports regarding agency's quality advancement and improvement activities and performance including analysis of data and trends reflected overtime.
  • Tracks external and internal investigations to ensure actions are taken in a timely manner, documentation meets or exceeds established standards and pending cases are resolved in a timely manner.
  • Supports the department’s vision including promoting teamwork and efforts for the common goal of prevention of sexual abuse, including promoting, facilitating, or coordinating program real-time, ongoing best practices, standard operating procedures and their development within the framework of continuous quality improvement, oriented towards improving the practice of zero tolerance and the implementation of the IFR.
  • Improves and work on best practices as it relates to abuse prevention. This includes developing new postings, creating abuse prevention week programming, coordinating across departments, and engaging with community resources.
  • Maintains a flexible work schedule that may include evenings, weekends, and holidays and serves as a resource in the consultation process.
  • Performs other duties as assigned.
  • Provides compliance guidance and oversight to programs, and administrative and operational teams, pertaining to compliance with the IFR.
  • Responsible for managing implementation and ongoing compliance with the IFR on preventing, detecting, and responding to sexual abuse and sexual harassment.
  • Reviews all incident reports of sexual abuse and sexual harassment, inappropriate sexual behavior and code of conduct violations for assigned programs, compile reports, follows upon incidents as needed and ensures compliance with the requirements under IFR and ORR Section four and five policies.
  • Facilitates reviews and discussions of incident reports to ensure all IFR related compliance requirements have been met, including, but not limited to, review/discussions of related incident reports, CPS disposition updates etc.
  • Assists in compiling, maintaining, and submitting reports including Incident Review forms.
  • Oversees PSA Audit process to include: Program PSA Audit preparation, Compilation and submission of PSA Audit required documentation, Participation in PSA Audit, ensures that findings and/or related corrective actions plans are addressed to achieve compliance, etc.
  • Monitors IFR compliance related to applicant screening, training, and tracking of employees, contractors, and volunteers in conjunction with the Director of Personnel Compliance, Licensing and Accreditation.
  • Creates and completes internal audits and delivers findings to each program on a monthly basis. Aids in finding solutions for programs during this audit process.
  • Ensures that all processes and policies are adhered, to ensure sexual abuse and sexual harassment concerns are addressed as per policy and contractual compliance obligations.
  • Understands and oversees compliance with the IFR and related policies and procedures.
  • Provides training and consultation to staff and assists in the implementation and monitoring of quality assurance and improvement plans and other compliance and monitoring activities.
  • Provides feedback to managers, supervisors and directors to address the quality and appropriateness of services and promotes opportunities to improve service delivery.
  • Identifying gaps in service delivery, deficiencies, barriers, and strengths in the design and implementation of services as it relates to the implementation of the IFR.
  • Oversees general prevention of sexual abuse efforts to include: Identifying program and regional trends, Quarterly walk-through visits, unannounced after-hours compliance etc.
  • Participates in ORR PCAN calls, leadership meetings, monitoring & compliance activities and meetings.
  • Presents at meetings as required.
  • Develops and facilitates trainings on PSA related topics.
  • Assists with policy and protocol development and implementation as it relates to PSA/IFR.
  • Works with training team to update necessary trainings.
  • Maintains and develops internal policies related to ORR policy guidance.
  • Seeks community resources to aid in trainings and develop relationships.
