About The Position

Westminster Square, located in San Antonio, Texas is an affordable senior apartment community supported by a strong, mission-driven property management team. National Church Residences is the nation’s largest provider of affordable senior housing and services. We are seeking a Property Manager I who will share our vision to advance better living and care for seniors!

Requirements

  • High school diploma or equivalent required.
  • 1–2 years of property management experience, preferably in affordable/HUD housing.
  • Experience supervising employees preferred.
  • Must have affordable housing experience.
  • Strong communication, interpersonal, and organizational skills.
  • Ability to manage multiple priorities and lead a diverse team.
  • Strong working knowledge of Microsoft Office and ability to quickly learn new software.
  • High emotional intelligence (EQ) and strong motivational leadership skills.
  • Ability to read, write, speak, and understand English.
  • 25–50% travel; valid driver’s license and proof of insurance required.
  • Must adhere to National Church Residences policies, Code of Conduct, Fair Housing laws, and regulatory requirements.
  • Ability to work independently with occasional supervision.
  • Standing (Frequent), Walking (Frequent), Sitting (Sometimes) Stooping (Sometimes), Driving (Sometimes) Lifting: 10–25 lbs (Sometimes), 26–50 lbs (Sometimes)
  • Exposure to noise, odors, illness, infection, and occasional physical contact with disruptive residents.

Nice To Haves

  • Industry designations such as COS, TCS, ARM, SCHM preferred.
  • Completion of NCRU courses required.

Responsibilities

  • Provide daily oversight and leadership at assigned properties, ensuring smooth operations.
  • Supervise site staff, including Maintenance Technicians, Service Coordinators, Housekeepers, and others (2+ FTEs).
  • Make personnel decisions including hiring, performance management, and termination when needed.
  • Foster staff engagement, team development, satisfaction, accountability, and communication.
  • Manage all financial operations including budget preparation, variance control, and financial reporting.
  • Prepare and submit weekly, monthly, and quarterly financial reports.
  • Maintain operations within budget and ensure sound fiscal performance of each community.
  • Ensure compliance with all HUD, LIHTC, state, federal, and landlord/tenant regulations.
  • Lead efforts to achieve successful MOR and REAC inspection results.
  • Oversee waiting list management, tenant file compliance, and Fair Housing standards.
  • Oversee the operations and requirements of HUD, COMBO, LIHTC, RAD, and Housing Choice programs.
  • Prepare capital improvement budgets, rental assistance contract schedules, amendments, and extensions.
  • Collaborate with HUD, state agencies, and owners to ensure program compliance and approval processes.
  • Implement and monitor resident retention initiatives.
  • Ensure lease agreements, occupancy standards, and house rules are communicated and enforced.
  • Maintain strong relationships with residents and families and promptly report complaints, concerns, or allegations.
  • Lead marketing and leasing strategies to meet or exceed occupancy goals.
  • Oversee Yardi data accuracy and staff training for compliance and reporting.
  • Support vendor relationships and oversee maintenance operations to uphold property standards.
  • Address major maintenance concerns promptly and maintain service quality for all contracted work.
