About The Position

As a Project Manager for the Commonwealth of Pennsylvania LIMS Transition Project, you will lead the implementation of a new Laboratory Information Management System (LIMS) to modernize laboratory operations, data capture, and reporting across the Department of Health. You will oversee all phases of the project—from planning through deployment—ensuring delivery on time, within budget, and aligned with business and technical objectives.

Requirements

  • Seven (7) to nine (9) years of experience managing large-scale, complex IT projects with cross-functional technical teams and vendor coordination.
  • Proven ability to lead projects through all five (5) PMI phases, from initiation to closing.
  • Strong leadership, communication (verbal and written), organizational, negotiation, and problem-solving skills.
  • PMI Project Management Professional (PMP) certification held for a minimum of five (5) years.
  • Demonstrated ability to work independently and ramp up quickly on new initiatives.
  • Must be available to work on-site in Harrisburg, PA, two days per week.

Nice To Haves

  • Experience with Laboratory Information Management Systems (LIMS).
  • Familiarity with state or public health IT environments.
  • Knowledge of enterprise data integration and reporting systems.
  • Experience facilitating business process re-engineering or modernization projects.

Responsibilities

  • Direct, administer, manage, and facilitate the enhancement, re-engineering, or development of a high-priority, enterprise-wide IT project of strategic importance.
  • Manage the complete project lifecycle, including planning, design, programming, testing, and implementation of business solutions.
  • Develop, maintain, and obtain approval for detailed Project Management Plans, Communication Plans, and Deliverables Matrices.
  • Monitor project milestones, budgets, and schedules, taking corrective action as needed to ensure timely delivery.
  • Report project status, risks, and recommendations to senior leadership and stakeholders.
  • Facilitate communication and collaboration between IT teams, program areas, and vendors.
  • Ensure compliance with HHS DC IT PMO methodology, standards, and procedures.
  • Identify and manage project risks and issues through a RAID+ Log, developing mitigation strategies and tracking to closure.
  • Provide mentoring to less experienced project management staff.
  • Support continual improvement efforts within the HHS DC IT PMO.
  • Coordinate system testing, training, and orientation sessions for staff.
  • Prepare and deliver presentations and project documentation as required.
