About The Position

Project Manager (Sr. Technical Director) - U.S. Department of Health and Human Services (HHS) Assistant Secretary for Financial Resources (ASFR), Division of Information Solutions (DIS) Position: Part – Time (16-20 Hours per week) / Remote (25% Travel Expected) -200 Independence Avenue SW, Washington, DC 20201 Caladwich Consulting, LLC is an SBA-certified 8(a), CVE-certified Service-Disabled Veteran Owned Small Business (SDVOSB) with a single focus- deliver exceptional results! Caladwich Consulting is seeking a Project Manager to provide independent verification and validation (IV&V) for services offered by DIS. The contractor shall conduct industry standard IV&V support processes including assessment, analysis, measurement, inspection and testing of DIS technology systems, services, finances, and processes. Daily Hours of Operation are 8:00 am to 5:00pm Monday through Friday, excluding Federal Holidays.

Requirements

  • 8+ years’ experience in planning and managing complex projects, workflows, or experience in project management, which includes contract execution, budgeting, reporting, overall staffing, and the ability to delegate responsibilities to subordinates to effectively manage the contract.
  • Master's Degree Preferred in Business Administration OR: ? Engineering Management, Information Systems, Computer Science, Industrial Engineering, Program Management, OR: ? Technical or management discipline relevant to independent verification and validation of complex technology systems and services.
  • Experience with lifecycle management, requirements verification, validation, risk analysis, and testing
  • Excellent attention to detail and accuracy.
  • Strong analytical and problem-solving skills.
  • Excellent communication and interpersonal skills.

Nice To Haves

  • PMP certification preferred

Responsibilities

  • Maintain and manage a central repository of technical program records and IT-related policies and procedures
  • Capture, track and coordinate system data calls (i.e., requests for data from DIS systems and external stakeholders) and associated program action items, including but not limited to congressional, OMB/White House, and Departmental data call requests.
  • Lead project meetings and prepare/present Weekly Activity Reports (WARs), Financial Status Reports (FSRs), and Quarterly Status Reports (QSRs).
  • Oversee program transition activities to ensure knowledge transfer, operational continuity, and a successful closeout.
  • Coordinate with DIS to establish and maintain an electronic records management system – using Government furnished mediums.
  • Ensure that all contract staff are informed of Managing Partner Records, Management and Security Policies as directed by the COR.
  • Manage the government’s risk management framework including change management, technology, budget, schedule, contracts, stakeholder engagement, compliance, and data analytics.
  • Create a risk register and dashboard with risk descriptions, impact levels, mitigation plans, owners, and timelines.
  • Maintaining and updating government approved billing SOP, by agreement type, or as directed.
