About The Position

Provide support for the 319th Medical Group Clinic in Grand Forks AFB, ND. Provide Project Management Support Services to support the Defense Health Agency (DHA) Enterprise Project List (EPL) O&M Program projects. This requirement consists of one twelve-month base period, three twelve-month option periods and if applicable a six-month option to extend services. The expected Period of Performance is as follows: Base Period - 30-May-2026 to 29-May 2027 Option Period 1 - 30-May-2027 to 29-May-2028 Option Period 2 - 30-May 2028 to 29-May-2029 Option Period 3 - 30-May-2029 to 29-May-2030 Option Period 4 - 30-May-2030 - 30 Nov-2030 Workdays include Monday through Friday except US Federal Holidays. Staff must work eight (8) work hours per day and 40 work hours per week. Work hours do not include lunch/dinner, breaks, or personal business. Flextime is permitted but may not start earlier than 0600 and not later than 0900 local time. Employees' work may be interrupted or delayed due to safety or security drills, exercise participation, special events, training or actual emergencies. Employees shall participate in all safety and security training or drills. Due to the nature of performing services in support of healthcare facilities with an ongoing mission, it is occasionally necessary to work outside of clinic hours to de-conflict spaces. When it is necessary to work outside of agreed upon daily working hours, the supervising site point of contact will provide written notice seven days in advance. These requests will be limited in nature.

Requirements

  • Minimum of 5 years of general QA/Inspector experience OR a minimum of 2 years of medical QA experience (25%).
  • Minimum of 4 years in project management or a minimum of 2 years in medical project management (75%).
  • Microsoft Office programs: Word, PowerPoint, Access, Excel, SharePoint and Outlook.
  • Experience, working knowledge and executive level understanding of the Military Health System (MHS), the Defense Health Agency, DHA Facilities Enterprise, DHNs and the Services facility planning organizations).
  • Senior level written and oral communication skills.
  • Working knowledge of DoD medical space planning and design criteria, DoD space and equipment planning system (SEPS), and industry standards for the planning and design of medical facilities preferred.

Responsibilities

  • Review submittals and provide recommendations to the COR concerning acceptability.
  • Review and provide written comments to the COR on selected contractor submittals pursuant to special clauses of the contract.
  • Review construction contractor questions and Requests for Information (RFI)/Requests for Clarification (RFC) and recommend responses and solutions to the COR.
  • Review construction contractor’s schedules and report findings to the COR.
  • Review construction contractor’s deficiencies in performance and other factors impacting, or with the potential to impact, timely execution of the project, and provide written comments and proposed correspondence to the COR regarding responsibility and corrective actions to be taken by contractor, Government, designer, etc.
  • Review project issues, requests for equitable adjustment and claims to determine contract basis and entitlement. Make appropriate recommendations with supporting documentation to COR.
  • Compute time extensions and suggest extensions to the contract time to the COR.
  • Assist the COR in preparing documents during the sequence of events required for processing a change order/modification and claims from initial action to final negotiations and payment. Provide the COR review and analysis of change requests.
  • Make technical interpretations of drawings and specifications and provide engineering determination on whether methods and materials employed meet the requirements of contract specifications, and make appropriate recommendations to COR.
  • Review project plans and specifications to determine such things as practicability from construction standpoint, whether physical obstructions or other construction difficulties have been anticipated, and whether materials selected are readily available. Provide written comments to the COR.
  • Utilize the USACE Resident Management System to prepare and submit reporting information.
  • Review project plans and specifications during both design and construction phase. Plans shall be reviewed for construction contract compliance, constructability, and technical correctness.
  • Maintain records of all necessary construction documentation such as financial cost accounting, meetings, drawings, submittals, applications for payments, change orders, proposals, purchase orders, communications, transmittals, notes, etc.
  • Attend weekly progress meetings with architects, engineers, and prime construction contractors. Provide report of meeting to Facilities Director with identification of any problems or difficulties and recommendations for resolution.
  • Review submittals, shop drawings, and samples. Provide written comments as the representative of the Facility Manager
  • Perform continual on-site surveillance of construction activities.
  • Inspect the construction contractor’s quality control activities.
  • Monitor and record testing required by contract documents.
  • Maintain weekly progress photos of the project.
  • Review and evaluate HVAC and electrical plans, specifications, installation, testing and balance, commissioning, and field verifications.
  • Review and evaluate all change orders/modifications recommended by the designer of record or his/her consultants, all change order requests, and cost proposals made by the contractors, and recommend action to be taken to the Facility Manager and/or Defense Health Agency, Project Delivery Branch POC.
  • Aid in preparing punch list corrections prior to acceptance of the building or portions of it by the Facility Manager.
  • Review final 'as built' drawings for accuracy as representative of the Facility Manager.
  • Collect and review all warranty documents and provide all mechanical and electrical systems information, including operation and maintenance manuals, to NMCP personnel responsible for ongoing maintenance.
  • Provide recommendations for design modifications.
  • Provide effective coordination, support, and promotion of interactions with other staff offices and organizations.
