About The Position

This position will be responsible for leading the statewide development and implementation of Physical Security and NERC Critical Infrastructure Protection (CIP) compliance projects for Georgia Power Transmission. This role manages complex physical security initiatives from concept through completion and serves as a subject matter expert (SME) on advanced security techniques and technologies. The Project Manager will collaborate across operating companies, peer utilities, law enforcement partners to enhance security, communications, and compliance while supporting other project managers in CIP and physical security best practices. Through leadership and technical expertise, this position drives process improvement and promotes collaboration and accountability across teams to strengthen the reliability and security of Georgia Power’s Transmission infrastructure.

Requirements

  • Four (4) year B.S. Engineering Degree or Engineering Technology Degree preferred.
  • Physical Security Risk Assessment and Threat Mitigation experience required. Experience preferred in conducting site assessments, construction, and techniques to build security in complex environments. Experience working with ballistic standards, materials, and applying it appropriately to different environments.
  • Transmission Experience – Preferably in project management, substation construction, substation design, and NERC Critical Infrastructure Protection (CIP) compliance.
  • Experience working closely with SCS Technology Organization, preferably with Telecommunications, Operational Technology Network Engineering, and Cyber Security.
  • Experience leading projects involving multiple work groups or departments.
  • Experience and understanding of Physical Security Technology (CCTV, Access Control, Intrusion Detection), enhanced security walls/fencing, site evaluation, crash gate, and construction/installation of the forementioned.
  • Demonstrated knowledge related to planning, design, construction, operation, and maintenance processes for substations.
  • Knowledge of NERC Critical Infrastructure Protection (CIP) standards & Southern Company implementation of NERC CIP standards in substations, especially with substation CIP classification requirements.
  • Strong analytical skills to assess progress, identify issues, evaluate alternatives and financial impacts, and determine solutions that address all stakeholder needs.
  • Proven ability to establish and maintain effective relationships with internal and external stakeholders.
  • Excellent written and verbal communication skills, with ability to communicate clearly at all organizational levels, external parties, and in front of classroom/conference settings.
  • Strong aptitude for collaborative work within cross-functional teams.

Nice To Haves

  • PE, PMP or other PM Certification is a plus.
  • Familiarity with accounting procedures relevant to O&M and capital budgeting processes is preferred.
  • Experience with Southern Company Proprietary Software TEAMS, STOMP, LIMS, Transview, as well as Maximo, and Oracle is desired.

Responsibilities

  • Lead Physical Security projects from development through implementation for Georgia Power Transmission. This includes, but is not limited to, leading conceptual design, estimating, detailed design, scheduling, construction, startup, and QA/QC.
  • Initiate, lead, and/or participate in efforts to improve processes or solve problems that involve Physical Security processes associated with substations.
  • Evaluate fencing and ballistic materials and determine applicability for use in substations.
  • Support GPC Transmission Compliance with identifying substation projects with NERC CIP impacts. Subject matter expert for other project managers to identify capital projects with CIP impacts.
  • Collaborate with Federal, State, and Local Law Enforcement agencies around substation importance and grid security.
  • Serve on the Southern Company Physical Security Governance Team.
  • Partner with peer utilities on Physical Security best practices around substation facilities.
  • Provide Physical Security support to other GPC Transmission project managers and other work groups (Planning; Sub Design; Protection & Control Field Services; Generation; Network Underground Services; Transmission Maintenance Support; T&D Research & Development).
  • Consult with GPC senior telecom and technology project manager on new physical security technology solutions.
  • Advise and influence Southern Company-led initiatives that involve physical security technology, controls and practices for substations.
  • Provide guidance and support to GPC Corporate Security, including PSOC (Physical Security Operations Center), firewall troubleshooting, communication issues, site evaluations, and best practices around substations.
  • Participate in conferences such as E-ISAC (Electricity Information and Analysis Center) Grid Security Conference and be able to present on conference panels.
