About The Position

The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish. The New York City Department of Youth and Community Development (DYCD) seeks a Project Manager of Finance Operations & Analytics within the Office of the CFO. This role performs highly responsible, complex, and specialized scientific and analytical work, requiring wide latitude for independent judgment and decision-making. Under the general direction of the Senior Project Director, and supporting the CFO and Deputy CFO, the Project Manager will direct and guide major research and analytical activities, develop and evaluate methodologies for financial and operational analysis, and conduct advanced investigations across multiple fiscal and administrative systems. The role leads high-impact projects involving forecasting, compliance, workflow evaluation, systems analysis, and operational performance improvement across the agency. The Project Manager will design, manage, and interpret research studies that analyze fiscal operations, procurement processes, and finance-system performance; evaluate and refine analytical procedures and data collection methods; and prepare scientific and technical reports presenting findings to senior leadership and external oversight entities. Work includes coordinating analytical research across units, ensuring adherence to scientific standards, and providing expert guidance to teams conducting financial, operational, and administrative analysis. Responsibilities include managing cross-functional projects; Developing performance-measurement methodologies; Creating dashboards and early-warning systems; Conducting risk identification and discrepancy investigations; Maintaining rigorous documentation of analytical processes. The Project Manager will also develop standardized procedures, manuals, and quality assurance tools to improve agency-wide operations. The role requires mastery of advanced analytical techniques, strong project leadership, and the ability to synthesize complex system-wide data into clear, actionable recommendations that support agency decision-making, policy development, and compliance obligations. Requirements

  • 1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
  • To be appointed to Assignment Level II and above, candidates must have:
  • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
  • A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
  • Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above.
  • Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
  • NOTE: Probationary Period Appointments to this position are subject to a minimum probationary period of one year.
