About The Position

Performs complex information technology (IT) project management work for the Health and Specialty Care System (HSCS). Work involves planning and initiating projects at various levels of completion, monitoring progress and schedules, and communicating with stakeholders and executive management. Identifies project risks and recommends mitigation plans. Plans and directs project workgroups, develops communication strategies, and monitors project completion in accordance with agency standards. This position may be eligible for telework. Please note, all HHS positions are subject to state and agency telework policies in addition to the discretion of the direct supervisor and business need.

Requirements

  • Knowledge of the capabilities and limitations of computer systems or management information systems.
  • Knowledge of Software Development Life Cycle (SDLC) methodologies.
  • Knowledge of SaaS solution management, cloud-based service delivery, and service level management performance targets.
  • Knowledge of legacy, current state and future state system and software architecture in application of SaaS and AI platforms.
  • Practitioner level understanding of C#, Python, SQL, application integration tools and overall UML modeling.
  • Skill in using a PC and Microsoft Project, Excel, Outlook, PowerPoint, Access, Visio, Sharepoint and Word.
  • Skill in business or systems analysis, including conducting infrastructure readiness assessments and technical sustainability reviews.
  • Skill in vendor-process management, including evaluating third-party performance and contractual alignment.
  • Skill in problem-solving, conflict resolution, and negotiation.
  • Skill in working collaboratively and cooperatively with colleagues and managing interface/integration management across disparate systems.
  • Skill in writing analyses, documentation, proposals, plans, policies, procedures, standards, or reports.
  • Ability to track and manage technical roadmap maturity to align projects with long-term agency goals.
  • Ability to work independently and deliver results in an environment of broad, consultative management.
  • Ability to plan, organize, schedule, assign, and monitor completion of assigned projects.
  • Ability to manage multiple, overlapping, and complex enterprise-wide projects.
  • Ability to lead diverse, matrixed teams to achieve desired results.
  • Ability to present information to a variety of audiences, verbally and in writing, and to communicate clearly, concisely, and effectively.
  • Ability to adapt to change or modify behavior in response to changes in situations or priorities.
  • Must have a minimum of 4 years experience in project management with at least 3 years in managing large scale IT projects.
  • Graduation from an accredited four-year college or university is preferred. Experience may be substituted for education on a year for year basis.

Responsibilities

  • Manages assigned projects ranging from short, well-defined tasks to large, enterprise-wide, multi-year initiatives. Leads SAAS solution management and oversees technical roadmap maturity tracking to ensure project alignment with long-term agency goals. Establishes criteria, proposals, and goals. Prepares written scope agreements and Work Breakdown Structures (WBS). Develops comprehensive strategies for identifying, assessing, and mitigating risks. Assures project completion on time and in accordance with agency and customer service principles.  (35%)
  • Provides leadership to matrixed or multi-discipline project teams across the enterprise. Acts as an EA (Enterprise Architecture) administrator to ensure all projects adhere to organizational frameworks and standards. Consults and negotiates with agency customers to provide automated or business improvement solutions consistent with agency and DIR plans. Defines project team staffing and coordinates through appropriate management channels to obtain necessary resources. (25%)
  • Performs business, systems, and/or legislative analyses to devise optimum solutions. Conducts infrastructure readiness assessments and technical sustainability reviews to confirm that proposed solutions are viable and maintainable. Specializes in interface/integration management to ensure seamless data flow between disparate systems. Follows SDLC methodologies, consults with customers on workflow impacts, and negotiates strategies for testing, deployment, and transition to maintenance. (15%)
  • Confers with management to define project scope and provide progress updates. Leads vendor-process management to ensure third-party delivery meets contractual obligations and agency needs. Facilitates group meetings and participates in inter-agency workgroups. Serves as the primary point of contact for project control and communication, delivering presentations to staff, managers, and state officials. (10%)
  • Responsible for service level management, ensuring that IT services and deliverables meet defined performance targets and customer expectations. Prepares and archives project management plans, scope agreements, policies, and procedures. Maintains documentation, progress reports, and lessons learned using Microsoft Project, Excel, Word, SharePoint, Microsoft Teams, and Outlook. (10%)
  • Actively participates or serves in a supporting role to meet agency obligations for disaster response, recovery, or Continuity of Operations (COOP) activation. This may require alternate shift patterns or locations. (5%)
