About The Position

The Operations Manager (Project Manager 1 classification) will provide leadership and daily oversight for the Transportation Operations Team Leads (TOTLs) in District 2. This role is responsible for supervising staff, managing budgets, and allocating resources across seven foreman areas, including special crews such as striping, vegetation, and signing. The Operations Manager will support both ITIP and non-ITIP projects, oversee agreements, contracts, and vendor coordination, and ensure effective operational performance. This position also plays a key role in ITD emergency management, working closely with State Communications and District leadership to coordinate response activities. The Operations Manager reports directly to the Operations Engineer (EM2).

Requirements

  • Planning and implementing projects including coordinating the development of project scope, goals, work plans, timelines, implementation strategies, and measurement processes/methods for assessing progress toward goals and project outcomes
  • Interpreting and explaining specialized or complex material into information usable by the public
  • Developing and monitoring contracts

Responsibilities

  • Lead and support TOTLs while overseeing implementation of the annual work plan.
  • Coordinate and prioritize summer maintenance activities.
  • Align planned work with foreman area budgets.
  • Identify equipment needs and arrange rentals with Fleet BOM.
  • Prepare and execute the annual summer work plan.
  • Complete end-of-year reports and analyze project outcomes.
  • Develop and manage local agreements.
  • Serve as a liaison to local entities to support customer service needs.
  • Partner with the PIO on public outreach for Operations initiatives.
  • Coordinate commercial vehicle routing with design and construction teams.
  • Review and approve over-legal permits.
  • Implement spring breakup restrictions and issue public notices.
  • Issue special-use permits during spring breakup.
  • Manage the district's SIA program.
  • Oversee district SIA projects and contract administration.
  • Manage Operations contract programs, including IRP and SWA.
  • Serve as incident response commander for Operations until relieved.
  • Coordinate Operations personnel during emergencies-including hazardous materials, downed trees, fires, and other incidents-in partnership with State Comm and local agencies.
  • Participate on local Emergency Planning Councils.
  • Maintain and update district incident response and hazardous materials COOP plans.
