About The Position

This position is responsible for undertaking engineering review for various utilities that are in the SEPTA Right of Way (Philadelphia Water Department, PECO, Philadelphia Gas Works, AT&T) these assignments are considered to be of basic complexity in size and scope. This position is further responsible to work on Right of Entry Projects where Contractors and Outside Agencies are requesting to work in and around the SEPTA Right of Way.  This position is further responsible to provide technical support and assistance to personnel within SEPTA for the projects that are assigned to the Project Management Specialist.

Requirements

  • Bachelor’s Degree and four (4) years of satisfactory experience in project and construction management required.
  • An equivalent combination of education and experience may be considered (one (1) year of post-high school education equating to two (2) years of experience) in lieu of the above requirements.
  • Strong personal computer skills required.  Must be proficient in MS software applications, including Excel, Word and Outlook.
  • Ability to prepare reports and maintain written and computer based records required. Trimble Unity Construct experience preferred.
  • Excellent interpersonal skills required to deal effectively with a wide range of individuals at all levels and a strong work ethic.
  • Strong problem-solving, analytical and communication skills, as well as the ability to manage multiple tasks and prioritize effectively.
  • Excellent verbal and written communication skills required.
  • Must possess a valid driver’s license.

Nice To Haves

  • Familiarity with Transit/RR Operations and/or Construction/Building trades preferred.

Responsibilities

  • Consults with Project Manager for direction on specific Right of Entry Processes.
  • Maintains Right of Entry Spreadsheet on a weekly basis.
  • Follows up weekly with various Right of Entry applicants on the status of the projects.
  • Verifies Right of Entry status and keeps applicant up to date on same.
  • Exercises good judgement in application of basic engineering and quality assurance principles.
  • Performs field visits and inspections. Generates written inspection reports and follows up on any outstanding Right of Entrys.
  • Assists in the preparation of the Permits, Insurance requirements, and scheduling of the work.
  • Interfaces with other railroads and transit agencies.
  • Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities.  Reports/corrects any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees.  Responsible for personal safety and is encouraged to promote the safety of others.
  • Performs other duties as required.
