Requirements
Bachelors degree in business related field and two years related work experience or six years working experience in master planning, land use planning, environmental, infrastructure, and transportation planning, residential/commercial design and construction, real estate development, capital improvements, sustainability
must possess a valid Texas driver license and be insurable
must be able to successfully pass a post-offer drug screen and criminal history background investigation
Knowledge of and ability to interpret applicable federal, state, county, and local laws regulations and requirements
knowledge of budget preparation and controls
knowledge of real estate development
knowledge of construction project management and facilities operations
knowledge of tribal and federal statues, codes, rules and regulations governing housing, real estate development, and building construction/engineering projects

Responsibilities
Participates in the conceptual development of construction projects and oversee its organization, scheduling, budgeting, and implementation
Collaborates with Tribal and other external jurisdictions on proposed and ongoing community development projects
Coordinates with architectural/engineering consultants, contractors, legal professionals, land surveyors, and other 3rd party code consultants/vendors pertinent to planning, design, and construction management
Prepares RFPs and bid documents for procuring materials and supplies for planning/design/construction related projects
Generates and administers contracts after vendor selection
Acts as the owners representative on new construction projects with varying project delivery methods and contract types
Provides project controls and ensures projects are in accordance with the established budgets and schedules, and the overall design intent meets the facility users needs
Ensures job site is operating in a safe manner and conducts routine job walks to assess progress, safety issues, quality control/assurance, project documentation, and ensures construction codes are being followed.
Monitor and control project through administrative direction of onsite foreman/superintendent to ensure project is completed on schedule and within budget. Ensure all subcontractor billings are turned in per contract billing frequency and review owner billing before submission to ensure all billing costs are captured.
Manages and executes all close out aspects once the project is complete.
Collects and analyzes project data and assimilates into statistical and narrative reports and records
Leads the acquisition, management, and close out aspects of Departmental grants and projects
Assists with program/project planning and execution in other Departmental divisions as needed
