Navarro Research and Engineering is recruiting a Project Controls Specialist in Oak Ridge, TN. Navarro is seeking a mid‑career Project Controls Specialist with strong scheduling expertise to support planning, scheduling, and project control activities on complex government projects. The successful candidate will support development, maintenance, and analysis of integrated project schedules while applying project controls best practices related to scope, cost, schedule, and change management. This role requires experience working in a classified environment and familiarity with DOE project management and Earned Value Management requirements.

Requirements

  • Bachelor’s degree in Project Management, Construction Management, Business, Engineering, or a related discipline and a minimum of five (5) years of relevant experience. An equivalent combination of education, experience, and specialized training will be considered.
  • Experience managing and maintaining project schedules in a classified environment.
  • Basic understanding of project controls best practices related to scope, time, cost, and change management.
  • Basic understanding of DOE Order 413.3B and EIA‑748 compliant Earned Value Management (EVM) principles.
  • Hands‑on experience with Oracle Primavera (P6), change control applications, and custom system and report development.
  • Active DOE Q Clearance (required).
  • Due to the nature of government contract requirements, U.S. citizenship is required.

Nice To Haves

  • Five (5) years of experience performing project controls duties on projects within the DOE or DOD environment.
  • Project Management Professional (PMP) certification or equivalent project management certification.
  • Experience with risk management, including use of risk analysis and simulation software.
  • Five (5) years of project experience working within an EIA‑748 compliant EVMS environment.
  • Experience providing training on project management principles or tools, including Control Account Manager (CAM) training.

Responsibilities

  • Develop, maintain, and analyze detailed, logic‑driven, resource‑loaded project schedules using Oracle Primavera (P6).
  • Support baseline schedule development, status updates, forecasting, and critical path analysis.
  • Apply project controls best practices related to scope, schedule, cost, change control, and performance measurement.
  • Support change control processes, including preparation and evaluation of schedule impacts and baseline change documentation.
  • Assist project management and Control Account Managers (CAMs) with schedule performance analysis and reporting.
  • Support Earned Value Management System (EVMS) activities in compliance with DOE Order 413.3B and EIA‑748 requirements.
  • Develop and maintain custom reports and schedule metrics to support management decision‑making.
  • Interface with project stakeholders in a classified environment to ensure schedule integrity and alignment with project objectives.
  • Support risk management activities, including schedule risk analysis and mitigation planning.
