About The Position

Techno Consult is seeking a Project Change Manager to support a large-scale capital infrastructure program within a complex transportation environment. This role will work closely with program leadership and project teams to manage and strengthen project change control processes across active construction contracts. The Project Change Manager will play a key role in ensuring consistency, transparency, and efficiency in change management practices while supporting timely decision-making and continuous process improvement.

Requirements

  • Strong experience in project management, project controls, or change management within construction or infrastructure programs.
  • Experience managing project costs.
  • Experience supporting procurement and commercial management activities.
  • Experience with construction contract administration.
  • Experience with project risk and contingency management.
  • Demonstrated experience managing change management processes.
  • Experience leading performance improvement initiatives.
  • Strong communication skills and ability to collaborate with senior leadership stakeholders.

Nice To Haves

  • Agency experience with major public transportation or infrastructure organizations in the NY/NJ region is a strong plus.

Responsibilities

  • Support capital program projects by improving and implementing change management processes.
  • Coordinate project change control and management activities across project teams.
  • Provide change management guidance to project managers and stakeholders.
  • Attend change order meetings with contractors and project representatives.
  • Prepare change documentation, supporting write-ups, and procurement package reviews.
  • Facilitate recurring project change committee meetings and support executive-level decision-making.
  • Maintain change order logs, document repositories, and quality control processes.
  • Identify lessons learned and opportunities for process improvement.
  • Strengthen team understanding and adoption of change management procedures.
