About The Position

THIS POSITION IS OPEN TO CURRENT OKDHS EMPLOYEES ONLY. This position is located Oklahoma City, Oklahoma. Programs Manager III E11C AFS, Annual Salary $65,347.17+ Full State Employee Benefits Travel is Occasional: Must possess a valid driver's license and must maintain required care insurance. Minimum Qualifications : A master's degree and two years of professional experience OR a bachelor's degree and three years of professional experience. OR an equivalent combination of education and experience, substituting one year of professional-level experience in the above-listed areas for each year of the required education Job Responsibilities: The Program Manager reports to the program Administrator and oversees a team of Program Field Representatives who conduct detailed reviews of SNAP casework. This role is responsible for ensuring that all reviews are completed accurately, efficiently, and in alignment with agency policy and federal SNAP regulations. The Program Manager translates agency goals into actionable team outcomes, coaches field staff and use data to drive training and performance improvement.

Requirements

  • Bachelor’s degree in Human Servies, Social Work, Public Administration or related field.
  • At least three years of supervisory or lead experience in a human services or eligibility program setting.
  • Experience interpreting SNAP policy and applying quality review principles.
  • Demonstrated skill in team leadership, coaching, and performance management.
  • Strong analytical and communication skills.

Responsibilities

  • Directs and manages a team of Program Field Representatives, ensuring the accurate and timely completion of SNAP case reviews.
  • Monitors performance data and identifies individual, team, or state-wide training needs.
  • Translates feedback and review trends into coaching strategies to build team capacity and improve accuracy.
  • Coordinates with the Program Administrator to implement policy changes and agency priorities.
  • Reviews case reading reports for completeness, compliance, and clarity.
  • Assists in onboarding new team members and delivering customized training content.
  • Facilitates team meetings, ensures alignment to performance goals, and promotes accountability.
  • Prepares team-level performance summaries and participates in accuracy planning.
