Primary Purpose of Position: The Program Support and Monitoring Specialist will be responsible for guiding and overseeing the monitoring, compliance and provision of training and technical assistance for the Emergency Shelter and Housing Assistance Program (ESHAP) and other homeless program grantees across the State of Maine. Education and Experience: Education and two years of experience in administering government-funded programs, or a combination of six years of equivalent experience, training and education preferred. Core Functions: Program Administration, Communication & Outreach · Ensure that ESHAP and other homeless program grantees comply with Federal and state requirements. This will include an understanding of Fair Housing requirements, The Homeless Management Information System (HMIS), General Federal and State financial requirements, The Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act, Emergency Solutions Grant (ESG), The Violence Against Women Act (VAWA), Housing Quality Standards (HQS), and any other relevant Federal, state, or local legislation or requirements. · Coordinate with the Housing Choice Voucher Department for Navigator Services and shelter subsidy and voucher allocation · Attend CoC meetings and relevant CoC Sub-committee and/or other partner meetings as necessary to provide support and technical assistance. · Review and revise program guides & applications and any related program support documents for ongoing programs annually. This includes a review of grantee policies, providing technical assistance to shelters as needed. · Assist in development and revision of program guides, applications, and supporting documents for new homeless initiatives · Oversee the annual ESHAP submission process ensuring all ESHAP applications and related contracts are received and are in good order. Program Monitoring · Coordinate and conduct annual shelter monitoring of ESHAP and other homeless program grantees. · Update monitoring tools and associated processes as needed. · Collaborate with internal departments on Shelter Housing Quality Standard (HQS) inspections. · Conduct internal program compliance; monitor process and procedure guides. · Conduct a risk assessment for all ESHAP grantees Training and Technical Assistance · Provide on-going technical assistance to grantees to ensure they are in, and remain in, compliance with all applicable regulations. · Coordinate, educate and train internal and external partners on program requirements and any pending legislative changes. Training partners include the creation, provision, and oversight of training through the Learning Management System (LMS) and assistance in organizing and providing content for the annual ESHAP Grantee training and other training initiatives. Constituent Services · Respond to requests for information or assistance to internal and external partners and constituents · Educate all MaineHousing homeless providers & partners about www.MaineHousingsSearch.org to assist clients in housing search. · Respond to and oversee any constituent concerns and complaints about any ESHAP shelter or other homeless program grantee. · Respond to grievances and coordinate with the Legal Department on hearings. · Other duties as assigned
