About The Position

Performs advanced administrative and supervisory program work. Work involves establishing program goals and objectives; developing program guidelines, policies, and procedures; developing schedules, priorities, and standards for achieving program goals; monitoring and evaluating program activities; developing and evaluating budget requests; coordinating program activities; and supervising the work of others. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.

Requirements

  • Bachelor's degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE). Major course work in Counseling, Criminal Justice, Behavioral Science, or a related field preferred. Each year of experience as described below in excess of the required five years may be substituted for thirty semester hours from an accredited college or university on a year-for-year basis.
  • Five years full-time, wage-earning program administration, victim services, counseling, technical program support, or criminal justice experience.
  • Knowledge of applicable state and federal laws, rules, regulations, and statutes.
  • Skill to communicate ideas and instructions clearly and concisely.
  • Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public.
  • Skill to interpret and apply rules, regulations, policies, and procedures.
  • Skill in administrative problem-solving techniques.
  • Skill in the use of computers and related equipment in a stand-alone or local area network environment.
  • Skill to review technical data and prepare technical reports.
  • Skill to oversee program activities.
  • Skill to establish goals and objectives.
  • Skill to develop and evaluate administrative policies and procedures.
  • Skill in mediation and dispute resolution.
  • Skill to train and supervise the work of others.
  • Applicants must meet the Texas Law Enforcement Telecommunications System (TLETS) access eligibility criteria as contained in the FBI Criminal Justice Information Systems Security Policy.
  • Must maintain TLETS access eligibility for continued employment in position.

Nice To Haves

  • Victim services experience preferred.
  • Counseling, mediation, or dispute resolution work experience preferred.
  • Experience in writing or administering government grants preferred.
  • Experience in the supervision of employees preferred.
  • Knowledge of agency and departmental organizational structure, policies, procedures, rules, and regulations preferred.
  • Knowledge of the principles and practices of counseling and mediation preferred.

Responsibilities

  • Coordinates, monitors, and evaluates the activities and operations of the Victim Offender Mediation Dialogue Program (VOMD); and coordinates staff and volunteers who facilitate mediation and dialogues, advise on and explain relevant state and federal rules, regulations, programs, and procedures to employees and the public, and consult with various groups on issues and procedures concerning mediations.
  • Assists crime victims in initiating mediation with the offender responsible for their victimization; schedules and facilitates mediations; assists victims and offenders in preparing for mediation; and coordinates information sharing between victims and offenders.
  • Oversees, coordinates, and monitors VOMD mediator caseloads; and monitors the active waiting list.
  • Recruits, screens, and trains mediators; develops and coordinates the preparation of training, operational manuals, and educational materials; and develops and recommends program guidelines, policies, and procedures.
  • Reviews and audits reports, correspondence, and case documentation to determine effectiveness of program services and compliance with grant requirements; monitors grant-funded activities and applying for future grant funds; and monitors the VOMD budget.
  • Supervises the work of staff and volunteers.
  • Performs a variety of marginal duties not listed, to be determined and assigned as needed
