About The Position

Performs complex administrative and supervisory program work. Work involves establishing program goals and objectives; developing program guidelines, policies, procedures, rules, and regulations; developing schedules, priorities, and standards for achieving program goals; evaluating program activities; developing budget requests; coordinating program activities; and supervising the work of others. Works under general supervision with moderate latitude for the use of initiative and independent judgment.

Requirements

  • Bachelor's degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE). Major course work in Psychology, Sociology, Criminal Justice, or a related field preferred. Each year of experience as described below in excess of the required three years may be substituted for thirty semester hours from an accredited college or university on a year-for-year basis.
  • Three years full-time, wage-earning program administration, offender case management, technical program support, or sex offender services experience.
  • Two years full-time, wage-earning experience in the supervision of employees.
  • Must have or be able to obtain a certificate of course completion for the Texas Law Enforcement Telecommunications System (TLETS) policy and procedures training from the Texas Department of Public Safety within six months of employment date.
  • Must meet and maintain TLETS access eligibility for continued employment in position.
  • Knowledge of the principles and practices of public administration and management.
  • Knowledge of applicable state and federal laws, rules, regulations, and statutes.
  • Skill to communicate ideas and instructions clearly and concisely.
  • Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public.
  • Skill to interpret and apply rules, regulations, policies, and procedures.
  • Skill in administrative problem-solving techniques.
  • Skill in the use of computers and related equipment in a stand-alone or local area network environment.
  • Skill to prepare and maintain accurate records, files, and reports.
  • Skill to review technical data and prepare technical reports.
  • Skill to develop and evaluate administrative and operational policies and procedures.
  • Skill to supervise the work of others.
  • Ability to walk, stand, sit, kneel, push, stoop, reach above the shoulder, grasp, pull, bend repeatedly, climb stairs, identify colors, hear with aid, see, write, count, read, speak, analyze, alphabetize, lift and carry under 15 lbs., perceive depth, operate a motor vehicle, and operate motor equipment.

Responsibilities

  • Plans, implements, coordinates, monitors, and evaluates sex offender risk assessment program activities; develops and recommends program guidelines, policies, procedures, rules, and regulations; and monitors agency compliance with sex offender risk assessment notification regulations, laws, policies, and procedures.
  • Examines and analyzes sex offender risk estimate documentation to include psychological instrument assessments, reports, behavior analyses, criminal histories, and other provided information; evaluates research findings relative to assessing sex offender re-offense risk; coordinates and documents methodology employed; and prepares risk assessment statistics and reports for released sex offenders.
  • Participates in the development of program goals and objectives; reviews and updates risk assessment manuals; participates in quality assurance and quality enhancement activities related to sex offender risk assessment; and prepares and assists in the preparation of program correspondence, reports, studies, and specialized research projects.
  • Confers with departmental and program staff on program problems and issues to identify and implement solutions; provides training and technical assistance related to sex offender risk assessment; and maintains liaison with other departments, agencies, and organizations.
  • Performs criminal information searches and retrieval using Texas Department of Public Safety criminal history system access.
  • Supervises the work of others.
  • Performs a variety of marginal duties not listed, to be determined and assigned as needed.
