About The Position

The Program Supervisor is responsible for the daily operations, clinical coordination, and regulatory compliance of a residential substance use and mental health treatment program licensed as a Community-Based Residential Facility (CBRF) and certified under Wisconsin DHS Chapter 75 and DHS Chapter 83. This role ensures delivery of high-quality, trauma-informed, and recovery-oriented services in a structured residential setting, while supervising staff, supporting residents, and maintaining compliance with state regulations and best practices.

Requirements

  • 3-7 years of professionally related experience is required
  • Bachelor’s Degree Required
  • Experience working with individuals with Substance Use Disorders and Co-occurring disorders
  • Competent in MS Office programs and able to supervise the computer entry of billing and reporting information

Nice To Haves

  • Previous supervisory experience of a CBRF program is preferred
  • Previous supervisor experience with a multidisciplinary team is preferred
  • Knowledgeable and operates in compliance with Wisconsin State Standards, including DHS 83 and DHS 75 is preferred

Responsibilities

  • Oversee day-to-day operations of the residential program, ensuring a safe, structured, and therapeutic environment
  • Serve as the on-site designee responsible for program operations during assigned hours, consistent with DHS 75 requirements for supervision of services
  • Implement program policies, procedures, and workflows aligned with CBRF and DHS 75 standards
  • Collaborate with the Access Team to coordinate admissions, discharges, and census management
  • Ensure delivery of substance use and mental health services consistent with DHS Chapter 75 service definitions (e.g., counseling, case management, skill development) in collaboration with the Clinical Supervisor
  • Provide direct supervision to residential staff, including scheduling, coaching, and performance management
  • Support onboarding and ongoing staff training, including required training in areas such as suicide risk assessment and crisis response, in conjunction with ARP leadership team
  • Administer fiscal operations and authorize expenditures, and work collaboratively with the billing team
  • In conjunction with Human Resources, plan, implement, and administer personnel recruitment, administration, training, and coordination of all staff
  • Collaborate with the Clinical Supervisor to implement therapeutic interventions, evidence-based practices, customer service, and client-centered program policies
  • Establish and maintain effective communication and relationships with other agencies and organizations in the community to ensure the program is meeting community and participant needs
  • Manage the facility's environmental needs to meet compliance with licensing regulations
  • Assume shared accountability with program leadership for participation in a rotating on-call system
