About The Position

This position performs intermediate-level work under the general supervision of the Senior Educational Director in the Operations Unit, Bureau of Educator Certification, Division of Public Schools. This position is responsible for managing activities and providing supervision and direction to staff within the Operations Section. Supports the Senior Educational Program Director in the maintenance and coordination of the Bureau’s technical infrastructure required by the customized operating system. In addition, this position provides support by collecting and analyzing production data for these work units, ensuring accountability within a performance-based budgeting framework. This position spends the majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work, and has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action, including all employees serving as supervisors, administrators, and directors in accordance with Section 110.205(2)(w), Florida Statutes. Communicates with and motivates staff and provides and/or coordinates training and directs the work of his/her subordinates. In addition, the supervisor prepares expectations, completes performance appraisals, meets with staff individually to discuss expectations and/or any performance issues throughout the year. Responsible for developing work plans, ensuring proper office coverage and approving monthly timesheets and leave requests for all direct reports. Supervisor participates in the hiring process and has the authority to make hiring recommendations as well as disciplinary recommendations.

Requirements

  • Knowledge of Florida State Board of Education Rules and procedures governing issuance of Educator’s Certificates and renewal of certificates.

Responsibilities

  • Ensures compliance with Florida Statutes and procedures for the receipt and deposit of certification fees and management of fingerprint cards and background screening results for certification applicants.
  • Documents procedures and provide training to staff involved directly and indirectly with fee and fingerprint processing.
  • Facilitates established data quality audit procedures to ensure data integrity within the certification records management system.
  • Reviews, evaluates, and implements modifications to data quality audit procedures to enhance and increase operational efficiency.
  • Prepares correspondence in response to requests from the applicant, the public, university/school district personnel, and other individuals regarding certification issues.
  • Collects and analyzes production methodology and statistical data and recommends to the Program Director strategies for increased efficiency and effectiveness.
  • Prepare reports and other documents in accordance with Bureau policies and procedures.
  • Assists with the formulation, recommendation, and coordination for implementation of modifications to existing certification systems and processes to comply with changes in statutes, rules, other offices and units, and Bureau direction.
  • Assists in the selection and requisition process for purchasing specialized equipment needed for Bureau operations and maintenance of the computerized database and imaging systems.
  • Coordinates with the Policy Unit on legislative changes that affect the certification management system (Versa).
  • Coordinates with other DOE offices to fulfill data requests and annual reports.
  • Coordinates with DOE Communications to update and maintain the Bureau of Educator Certification webpages.
  • Develops and maintains the standard operational procedures for the Operations Support positions.
  • Performs other duties as assigned.
