About The Position

The Program Specialist IV position reports to the Local Procedure Development and Support (LPDS) Director within the Intellectual and Developmental Disability (IDD) Services Section. This position operates under minimal supervision, with moderate latitude for the use of initiative and independent judgment. It assists in implementing policies and procedures that enable people to access general revenue and Medicaid-funded community-based services and supports for individuals with IDD. Services include those provided by the Local Intellectual and Developmental Disability Authorities (LIDDAs), Intermediate Care Facilities for Individuals with an Intellectual Disability or Related Conditions, Home and Community-based Services (HCS), Texas Home Living (TxHmL), or other local resources. The position serves as a subject matter expert, providing technical assistance to HHSC staff, other state agency staff, LIDDAs, and advocacy groups regarding the IDD service delivery system, LIDDA responsibilities, waiver enrollments, interest list management, and other issues that may arise. It is responsible for maintaining the unit process and procedure handbook and tracking unit revisions to handbooks and rules. Processes requests for waiver interest list corrections and sends notifications for waiver bridge requests. The position may conduct extensive research in applicable electronic systems and serve as a back-up to peers during absences. Represents IDD Services in assigned internal and external workgroups and assists with the development and refinement of policy and procedures. Reviews and completes legislative analysis to identify programmatic issues or concerns and assists with assigned implementation plans for passed legislation.

Requirements

  • Graduation from an accredited four-year college or university with major coursework in a field relevant to human services. Experience may be substituted for education on a year-for-year basis.
  • Experience in the field of services for people with IDD is required.
  • Experience with HCS and TxHmL waiver programs, services, and supports is required.
  • Knowledge of The Texas state system for services and supports, including waiver services, residential services, and service coordination for people with IDD.
  • Knowledge of LIDDA structure in Texas and its contracted roles and responsibilities.

Nice To Haves

  • Experience working as a service coordinator at a LIDDA is preferred.

Responsibilities

  • Responsible for maintaining and updating the LPDS Internal Process and Procedure handbook.
  • Serves as the point of contact for form and handbook revisions for the LPDS unit.
  • Processes requests for HCS/TxHmL interest list corrections received from LIDDAs.
  • Processes waiver bridge list received from the Interest List Management unit.
  • Follow up on assigned complaints and inquiries by conducting research in data systems, speaking with individuals and families, coordinating with peers or other state agency staff, and developing formal responses regarding resolutions or actions taken.
