About The Position

Under the supervision of the Architectural Review Unit (ARU) Manager, the Program Specialist IV independently coordinates the scheduling and operational planning of inspections, is primarily responsible for processing and dissimulating inspection reports and inspection templates, and tracks inspection reports as it relates to general and special hospitals, limited services rural hospitals (LSRH), private psychiatric hospital and crisis stabilization units (PPH&CSU), ambulatory surgical centers (ASC), end stage renal dialysis (ESRD) facilities, and freestanding emergency medical care (FEMC) facilities and federal surveys within the multiple licensing programs of Architectural Review Unit. This position navigates applicants through the inspection scheduling process and collaboration with Unit Manager on inefficient operations and develops steps for operational improvement. Monitors, reviews, and analyzes technical patterns and trends to determine potential for realignment, adjustments, and streamline service delivery. Works under minimal supervision with considerable latitude for the use of initiative and independent judgment.

Requirements

  • Graduation from an accredited four-year college or university in business administration, or relevant field. Work-related experience may substitute for the required degree on a year-to-year basis.
  • Proficient in Microsoft Word, Outlook, TEAMS, SharePoint, Excel programs, and PowerPoint, preferred Salesforce, or Access software experience.
  • Proficient in effective written and verbal communication.
  • Knowledge of Health and Human Service programs and related local, state, and federal laws and regulation.
  • Knowledge of quality improvement practices.
  • Skill in assessing, planning, implementing, evaluating, and managing complex projects and initiatives.
  • Skill in presenting.
  • Skill in assigning and prioritizing the work of others.
  • Ability to effectively facilitate productive meetings.
  • Ability to work closely and effectively with an interdisciplinary team and with external groups to foster an environment of continuous improvement.

Responsibilities

  • Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties assigned. Works cooperatively with agency staff, Unit Managers and HHSC Regulatory Services Division.
  • Reviews and evaluates inspection application eligibility. Maintains inspection application database. Schedules inspections and disseminates the inspection site location and contact information to all inspectors. Monitors the status of inspection applications. Creates and sends inspectiondeficiency letters to applicants and licensees.
  • Assists in the development of inspection application tracking procedures, policies, and forms. Compiles, monitors, and reports data on re-inspections, cancellations, and inspection counts in a monthly report for Unit manager and HHSC Regulatory Services Division. Resolves application issues for applicants and licensees. Provides guidance to staff on application requirements and department Administration policies.
  • Processes and disseminates correspondence from inspection deficieinces to the stakeholders. Creates inspection templates. Compiles, reviews, proofreads and edits architectural correspondence for pre-construction, intermediate, and final construction inspection reports.
  • Assists applicants with technical matters and educating applicants regarding online application system. Trains other staff on application process and technical matters of data entry. Creates training presentations for both internal staff and stakeholder on inspection scheduling, electronic payment, and closure of projects. Identifies and reports inspection software issues.
  • Assists other staff in completing administrative and technical work as needed, including but not limited to phone coverage rotation for answering incoming calls and processing incoming communications. Maintains current knowledge in relevant areas as evidenced by working knowledge of applicable standards, rules and techniques. Attends workgroup meetings. Completes special assignments as assigned by Unit managers.
  • Performs other duties as assigned for smooth daily operations and management objectives. Actively participates and serves in a supporting role to meet the agency’s obligations for disaster response, recovery, and Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment, location, or both.
