About The Position

The Program Services Manager will provide leadership and strategic vision in support of DECI’s external programs, including Job Placement, Pre-Employment Transition Services (PRE-ETS), Long-Term Vocational Supports, and all future external programs. Requirements

  • Minimum four-year college degree in related field (psychology, rehabilitation, counseling, education, public administration, etc.) and a minimum of five years of successful supervisory experience in a related position; Master’s degree preferred. Managerial experience with services coordination required.
  • Problem-solving and organizational abilities as evidenced by past experience and high degree of judgment and ingenuity required in dealing with complex factors not easily evaluated.
  • Experience with, and commitment to the vocational rehabilitation of individuals with disabilities.
  • Excellent analytical, organizational, leadership and managerial skills. Initiative and responsibility to deadlines and job demands will be important. Flexibility to adapt to varied requests & interrupted schedules.
  • Excellent communication skills, ability to work cooperatively with all levels of individuals. Ability to provide conflict resolution and remain unbiased.
  • Knowledge of rehabilitation programs/resources, community resources, support service agencies and applicable industry & government regulations.
  • A valid driver's license and reliable transportation. A personal vehicle may be needed for some tasks.
  • Good writing skills and proper use of grammar.
  • An understanding of confidentiality and the rights of people with disabilities.
  • Must be able to pass a federal background check.
  • Occasionally, may be called to support staff who are working nights and weekends.
  • Fluent in the English language.
  • Exceptional computer skills with Microsoft Office Suite (Word, Excel, Access, PowerPoint)

Responsibilities

  • Responsible for the leadership of DECI’s external rehabilitation programs, including each program’s financial performance and outcomes. Responsible for striving to meet each program's annual financial goals.
  • Extensive knowledge of Job Placement services and experience working with state & local Vocational Rehabilitation Departments (NCEIPD).
  • Oversee Job Placement & Long-Term Vocational Support services in the surrounding counties, currently including Alamance, Chatham, Durham, Orange, Person, Wake, Vance, Franklin, and Granville.
  • Oversee the Pre-Employment Transition Services contract with EIPD to serve the local school systems.
  • Responsible for developing and measuring the effectiveness of short- and long-term goals for each external program.
  • Drive accountability and hold self and others accountable for measurable, high-quality, timely, and cost-effective results. Determine objectives, set priorities, and delegate work.
  • Make routine decisions based on conclusions from previous situations for which precedent is set.
  • Consult with the Director on complex issues not easily evaluated or issues for which there is no precedent.
  • Provide assistance and guidance to the team during the implementation and coordination of new services.
  • Responsible for ensuring all documents, files, and reports meet compliance expectations with established standards, including ensuring document deadlines are met.
  • Responsible for 100% compliance for all programs and services through effective delegation and monitoring of the accountability of each staff member.
  • Hold weekly meetings with direct reports to maintain performance and communication within the program.
  • Assist with interviewing/hiring for vacant positions within the programs.
  • Act as a liaison between the staff in your assigned programs and the Program Services Director.
  • Train and monitor the professional development of each staff member.
  • Forge strategic partnerships with referral and funding agencies, stakeholders, advocates, legislators, and local community leaders in support of advocacy, education, and outreach objectives.
  • Work cooperatively and professionally with all internal and external contacts. Interface appropriately, foster and demonstrate goodwill with funding agencies, other rehab programs, and provider networks. Actively network with CRPs across the state for idea sharing, support, and to maintain a shared voice at the State level.
  • Support Director and Administration during all program-related audits, accreditation reviews, service audits, etc.
  • Exhibit loyalty toward the overall goals and mission of DECI. Present a consistently positive disposition in supporting, sharing, and carrying out Leadership and Executive team decisions.
  • Support and share the organizational vision. Responsible for developing and successfully implementing initiatives toward the achievement of the organizational goals.
  • Review paperwork (payroll forms, records, case notes) for accuracy of information and process.
  • Follow up with EIPD on any non-payments or performance issues/concerns.
  • Review and approve timesheets and PTO requests for assigned staff.
  • Keep the Director updated on staffing needs & performance issues.
  • Complete and conduct yearly Performance Reviews with assigned staff.
  • Lead disciplinary and performance improvement meetings as applicable, including initiating corrective actions and implementing/overseeing Performance Improvement Plans.
  • Conduct training for all DECI staff in your area of expertise as needed.
  • Assist with the development and implementation of interventions, manuals, training, and tools to assist staff in providing best practice vocational services to persons with disabilities.
  • Assist with DECI’s measurement and reporting of program outcomes, program quality improvement, cultural competency program, accessibility program, State incident reporting, and any other measurement/reporting that is required by accreditation bodies, EIDP, MCOs, Medicaid, and government agencies related to services. Generate information and data needed for the annual written Outcome Report of services focused on showing effectiveness, efficiency and services satisfaction excellence to stakeholders in your area of supervision.
  • Serve as Backup for the Program Services Director in their absence.
  • Designated backup for Job Placement staff members.
  • Provide counseling/guidance to individuals in services. Take temporary responsibility for caseloads as needed.
  • Take an active role in area organizations to advance or promote employment of people with disabilities by providing information and linkage to services within the community.
  • Maintain certification in First Aid, CPR, and North Carolina behavior intervention techniques.
  • Seek out information and associations to remain current with industry practices and methodology.
  • Participate in DECI-sponsored training as assigned and assist with training new staff.
  • Other duties as assigned.
