About The Position

WisEngineering, LLC is currently seeking qualified candidates for an upcoming opportunity supporting Department of Defense programs at Picatinny Arsenal in Dover, NJ. Key Requirements: U.S. Citizenship is REQUIRED – No exceptions. This is an on-site position 5 days per week at Picatinny Arsenal, Dover, NJ. Remote work is not permitted. Candidates must be local or willing to relocate at their own expense Ability to obtain and maintain a security clearance, if required. JOB TITLE: Program Manager LOCATION: Picatinny Arsenal, NJ (On Site) START: ASAP POSITION SUMMARY WisEngineering is seeking an experienced Program Manager to oversee a strategic portfolio of programs. The contractor will be responsible for the comprehensive planning, execution, and successful completion of projects, ensuring they are delivered on time and within budget. This role requires meticulous attention to detail, strong leadership skills, and the ability to manage multiple high-priority initiatives in a dynamic environment.

Requirements

  • Bachelor’s degree in Business Administration, Management, or a related field.
  • 5+ years of proven experience in program or project management.
  • Demonstrated success in managing complex schedules and budgets for multi-faceted projects.
  • Proficiency with project management software suites (e.g., Microsoft Project, Asana, or Jira).
  • Strong analytical and problem-solving abilities.
  • Excellent leadership, communication, and interpersonal skills to manage diverse teams.
  • U.S. Citizenship is REQUIRED
  • Ability to obtain and maintain a security clearance, if required.

Nice To Haves

  • Experience in Defense Materiel Acquisition and lifecycle management is highly preferred.
  • Familiarity with DoD acquisition frameworks, cost-schedule-performance metrics, and RDT&E environments.
  • Ability to interpret and manage requirements for complex hardware and software systems.
  • Project Management Professional (PMP) certification is highly desirable.
  • Experience managing a diverse portfolio of programs simultaneously.
  • DAWIA certifications in Program Management or related fields.
  • Must be a U.S. Citizen and able to obtain an active Secret Security Clearance (TS/SCI eligibility preferred).

Responsibilities

  • Schedule Management Develop, maintain, and monitor comprehensive program schedules for a portfolio of projects. Ensure all critical milestones are met and program deadlines are achieved through proactive timeline management.
  • Budget Oversight Create, manage, and track individual and portfolio-level program budgets. Execute financial planning, forecasting, and detailed reporting on budget-to- actuals to ensure fiscal responsibility.
  • Portfolio Coordination Oversee the entire lifecycle of multiple programs within the assigned portfolio. Ensure all projects remain aligned with strategic objectives and optimize resource allocation across the portfolio.
  • Risk Management Identify potential program risks (technical, financial, and schedule-related). Develop robust mitigation strategies and proactively manage issues to minimize negative impacts on program delivery.
  • Stakeholder Communication Serve as the primary point of contact for program stakeholders and leadership. Provide regular, transparent updates on program status, emerging risks, and financial performance.
  • Team Leadership Guide and coordinate cross-functional teams, including engineering, logistics, and technical staff. Foster effective collaboration to ensure the synchronized execution of complex program tasks.
