About The Position

We are seeking an experienced Program Manager to serve as the Governments primary point of contact and provide overall leadership, supervision, and guidance for all contractor personnel supporting the Military Sealift Command (MSC) Cybersecurity Support Services contract. This role is responsible for overseeing contract execution, ensuring alignment with mission objectives, and delivering high-quality cybersecurity support in a dynamic, mission-critical environment. This position is contingent upon contract award. We are actively identifying qualified candidates in advance to support rapid onboarding upon award. You will: Serve as the primary point of contact for the Government on all contract-related matters Lead and manage a team supporting the MSC Cybersecurity mission Plan and execute contract activities in alignment with the PWS, task orders, schedules, and performance standards Manage staffing, resources, and surge support to meet mission needs Develop and maintain key program documentation, including management and quality plans Ensure timely, high-quality delivery of all required reports and contract deliverables Oversee quality assurance processes to ensure work meets Government requirements Identify and mitigate program risks, keeping stakeholders informed of impacts and solutions Coordinate across cybersecurity operations and teams responsible for evaluating, approving, and maintaining system security using the Department of Defense (DoD) Risk Management Framework to ensure efficient and integrated execution Ensure team compliance with cybersecurity workforce requirements, including DoD 8570 certification standards Ensure all work aligns with MSC mission objectives and applicable DoD and Navy policies Lead meetings, briefings, and reviews with Government stakeholders, including MSC leadership

Requirements

  • U.S. citizenship
  • Active Department of Defense SECRET security clearance, and ability to maintain one
  • Project Management Professional (PMP) certification
  • Department of Defense Cybersecurity Workforce Requirements for Information Assurance Manager Level III (or equivalent), including appropriate certification
  • Experience managing and delivering large, multi-million-dollar programs or projects in global environments, preferably in support of the DoD, particularly the Department of the Navy (DON)
  • Demonstrated experience managing large, complex DoD or Navy contracts supporting cybersecurity or C4S environments
  • Strong knowledge of cybersecurity principles, practices, and DoD requirements, including risk management, system security, and compliance within C4S environments
  • Working knowledge of MSC shipboard electronics and Navy C4S programs of record
  • Familiarity with military instructions and standards related to the operation of shipboard C4S systems and the deployment of associated hardware and software
  • Experience leading and coordinating quality assurance activities in support of C4S systems
  • Proven ability to manage large teams within a program office environment and coordinate efforts across diverse functional areas
  • Familiarity with C4S environments, policies, standard and systems across DoD, DON, and MSC organizations
  • Ability to manage production schedules, budgets, and multi-site coordination for complex technical programs, working across diverse stakeholders
  • Strong interpersonal, written, and verbal communication skills

Nice To Haves

  • Hands-on experience with and knowledge of MSC N6 Shipboard Management Information System (SMIS) and associated network infrastructure
  • Masters degree in a technical or management discipline preferred
