About The Position

Lao Family Community Development, Inc. (LFCD) is a community development non-profit agency established in the City of Richmond in Contra Costa County in 1980. Today Lao Family has expanded its operations and service footprint to two additional counties including Alameda and Sacramento. LFCD’s headquarter office is in Oakland, CA. It delivers programs and services from 7 locations in 35 languages. The agency provides both community development real estate facilities and a diverse array of workforce, education, and human service that directly support predominantly low-income US born high barrier families and individuals, refugees, immigrants, transitional age youth, seniors and other special populations such as individuals with disabilities. Job Summary: Under the direction of the Director of Programs, the Program Manager is responsible for supervising, managing, and overseeing all the Refugee Programs. The Program Manager is required to perform duties such as overseeing staff, evaluating the program's effectiveness, monitoring program goals and ensuring successful completion, preparing and submitting timely reports, organizing events, overseeing and developing new Operating Agreements made with community partners, and assisting in the preparation of grant requests and funding continuation. Additionally, the Program Manager must ensure projects are completed on time, on budget, and in line with the organization's strategic objectives.

Requirements

  • A Bachelor’s degree or equivalent preferred in social work, criminal justice, psychology, OR 4 years’ experience in a related field is required AND must have a minimum of 2 years of experience in resettlement, housing and employment assistance for newly arrived refugees and low-income populations. Proven ability to write technical reports and program documents, and deliver presentations.
  • Ability to travel to Bay Area Offices a minimum of 1 day per week to monitor and supervise staff.
  • 4 years of progressive leadership in program management, ideally in a nonprofit or human services setting.
  • Proven experience with team leadership, excellent communication, interpersonal skills, and problem-solving skills
  • Self-starter, ability to work with minimal supervision; excellent communication, multi-task, community relations, networking and public speaking skills.
  • Excellent communication skills; keen appreciation for follow-up, follow-through, and attention to detail
  • Demonstrated ability to work with families, women, and children and without discrimination towards peoples of diverse cultures, races/ethnicities, socio-economic positions, ages, religions, genders, physical/mental challenges/disabilities and sexual orientations.
  • Understand, explain, and apply complex local, state, and federal regulations, policies, and procedures.
  • Able to travel to meet with service providers and participants; ability to work independently as well as part of a team; must have a flexible schedule on some evenings and weekends.
  • Proficient computer skills in MS Word, Excel, Power Point, database management and internet explorer.
  • In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire; must pass background check.

Responsibilities

  • Provides strategic leadership and technical, operational, financial, and managerial leadership for the successful implementation of program activities.
  • Provides oversight of all the Refugee program implementation, including all activities, outputs, and outcomes related to program management and administration, including reporting, budget development and monitoring, financial transactions, execution of project plans, and project performance.
  • Oversees the selection and training of qualified program staff, assigning clear roles and responsibilities, providing effective supervision, and managing performance to ensure efficient operations.
  • Ensures the programs produce the specified results in the scope of work to the required standard of quality and within the timeline and budget parameters.
  • Conducts monthly reviews to ensure accountability of all program activities as well as the accurate and timely reporting of financial deliverables and obligations.
  • Coordinates organizational relationship with partners and donors related to monitoring and evaluation, providing support in facilitating technical collaboration and coordination activities with partners and stakeholder.
  • Supervise and mentor program managers and coordinators across departments; facilitate staff professional development plans and succession planning; conduct performance reviews, coaching sessions, and team-building activities; promote an inclusive, mission-driven, and collaborative work culture. Serve as the Quality Controller (QC) for all Refugee Programs grants in Lao Family’s Sacramento Offices
  • Review program goals and objectives, and develop and approve schedules, priorities, and standards for achieving those goals
  • Coordinate, develop, and maintain MOUs and relationships with the local, public, private, and governmental stakeholders to strengthen core program objectives; conducts community outreach to increase awareness of program services and operations; develops and implements plans to meet community needs.
