About The Position

The role of the Program Manager is to monitor performance and provide technical assistance to the staff working under the MNC Housing & Homelessness Prevention Services Program. The incumbent is responsible for supervising the Coordinators, Leads and other HHPS staff in assisting families to keep secure safe and stable housing. The Manager must create strategies for her/his team to successfully achieve the goals that the HHPS Associate Director, Quality & Training Coordinator and CPO have set. ESSENTIAL FUNCTIONS / RESPONSIBILITIES Primary Functions Oversees programs designed to prevent housing instability, managing budgets and orders, staff, and partnerships to provide rental assistance, landlord mediation, and other services. Develop and implement innovative homeless prevention strategies tailored to our community's unique needs, emphasizing proactive approaches to address housing instability. Supervise and mentor a dedicated team of case managers, coordinators and leads, empowering them to provide comprehensive support across housing and homelessness prevention contracts and other initiatives. Provide direct hands on case supervision to HHPS Staff and will be available as needed for consultation. Support in the daily final revision and approval of each Housing Assistance Application and Check request. Provide analyses of program outcomes, performance and improvement recommendations, support team in interpretation and aggregation of data to support program development and reporting. Support the implementation of federal, state and agency rules and regulations and ensure accurate reports and documentation that comply with applicable laws, policies, and procedures for both local, state and federally funded programs. Oversee the day-to-day operations of our prevention programs, optimizing efficiency and effectiveness to maximize impact. Monitor program outcomes and impact, leveraging data-driven insights to inform strategic decision making and drive positive change. Cultivate partnerships with community organizations, government agencies, and stakeholders to expand our program reach and effectiveness. Stay informed of best practices, emerging trends, and developments in homeless prevention, integrating cutting-edge insights into our program strategies. Support the staff with screening clients for eligibility which may involve working with applicants in multiple instances, (e.g., answering questions, providing information & referral, etc.). Closely manage the HHPS staff by delegating tasks, offering daily guidance and support, and conducting timely performance reviews to discuss each staffs strengths and improvement areas. Manage and update knowledge of City policies and procedures in line with the quality standards, procedures, and process changes. Provide timely weekly and monthly reports to HHPS Director and others as requested. Work to resolve conflicts and de-escalate situations as they arise. Report to the HHPS Associate Director on the status of all Housing & Homelessness Prevention Services Projects and the HHPS staff performance. Building strategies and timelines for department projects based on goals presented by Associate Director & CPO. Relaying important company information from directors to employees Assist in special projects, activities and events as requested. Remain up to date on ERAP policies and guidelines and oversee the implementation of all MNC policies and procedures related to the HPS program. Family Support Educate families about tenant rights and protection. Monitor and ensure a smooth process when working with a third-party application provider. Provide one-on-one support and guidance to families who are navigating and avoiding the eviction process. Plan quarterly family engagement workshops designed to educate residents on their rights under the eviction moratorium. Assist families with accessing resources to help with rent and back rent. Staff Development and Supervision In coordination with HR and the HPS Director actively participates in the recruitment, selection, orientation, supervision, professional development, and disciplinary actions of rental assistance, HPS and Rental assistance specialists. Develop and update specialists job descriptions as needed in conjunction with the HHPS Director. Supervise, evaluate, and provide leadership development to staff. Facilitate weekly staff meetings and individual supervision meetings with direct reports. Conduct probation period and annual performance evaluations for direct reports and monitor performance evaluation process. Develop and monitor staff development plans regarding direct reports for the HPS Directors approval. Identify and schedule/arrange staff training needs and other professional development opportunities for rental assistance staff. Responsible for attending regular supervision meetings with the HPS Director and Agency Management meetings. Customer Service Provide exceptional customer service. Represent MNC in a professional manner. Safety Maintain personal safety, use personal protection equipment (PPE) and follow MNC policies. Report all and any safety issues, accidents, or injuries to MNC as a matter of priority. Effective Team Member Ability to interact positively with team members. Partner with MNC staff and leaders when necessary to address department issues or concerns.

Requirements

  • AS Degree with an emphasis in Social Work, Education, or related field, or working towards a current degree.
  • Experience managing and coordinating.
  • Knowledge of housing programs and resources, with particular emphasis on local, state and/or federal homelessness prevention and/or rapid rehousing programs, rental assistance, supportive housing, and/or transitional housing.
  • Experience working effectively with working-class diverse immigrant adults and their children, a commitment to social and economic justice, and knowledge of issues impacting working-class immigrants in San Francisco.
  • Understanding of the San Francisco housing landscape.
  • Demonstrated ability to build strong relationships with diverse stakeholders and communities.
  • Ability to speak clearly and persuasively, including speaking in small and large group settings.
  • Strong strategic thinking skills and an ability to analyze and implement policies.
  • Willingness to work as a member of and contribute to a team in a dynamic, learning environment.
  • Current CA Drivers License and a clean driving record.
